Main Purpose of Job
The MSRP Accounting Specialist/Internal Auditor performs finance and accounting functions and serves as the agency’s sole internal auditor. This mission-critical position reports directly to the agency head (Executive Director) and works very closely with the Deputy Executive Director/CFO. This is a highly responsible position that is integral to the finance and compliance operations of MSRP. This position requires independent thinking, problem-solving skills, good judgment, accuracy, and an eye for details. This position performs all finance and accounting duties under the general direction of the Deputy Executive Director/CFO. Most of these duties require use of the State Financial Management Information System (“FMIS”) and include the following: asset fee reconciliations; working fund reconciliations; invoice processing and accounts payable research in FMIS; uploading transmittals to eBooks, purchase orders, journal entries/interagency transfers; and payroll reconciliations. The internal audit functions performed are as follows: reviewing, developing, and revising internal audit SOPs, schedule, and methodology as needed; reviewing internal controls, separation of duties, and accessible levels, and advising management of all necessary changes; conducting regular internal audits; and drafting formal audit reports with findings and recommendations for corrective actions. Additional duties include, but are not limited to the following: working with the Deputy Executive Director/CFO and the agency’s contracted external audit firm on the annual audit of MSRP; performing monthly corporate purchasing card reconciliations; maintaining plan statistical databases; plan fee calculation review; monitoring agency expenditures; providing primary support in the annual budget and fiscal year end close submission process; providing the Deputy Executive Director/CFO with recommendations regarding revisions to the agency’s finance and accounting SOPs to maintain the agency’s compliance and increase risk mitigation; and serving as backup timekeeper in Workday.
Minimum Qualifications
Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.
Experience: Minimum of two years experience in State government using FMIS/ADPICS financial management database. One year of experience examining, analyzing, and interpreting accounting systems, records and reports by applying generally accepted accounting principles. Two years experience processing accounts payable invoices. Two years of experience with State year-end closing process. Two years experience processing interagency transactions/journal entries.
NOTES: 1. Candidates may substitute a Bachelor's degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.
One year of experience conducting audits of one or more of the following by applying GAD requirements and guidelines: budget, accounts payable, procurement, or corporate purchasing card.
Experience with maintaining separation of duties.
One year of experience reconciling complex transactions.
Experience with Workday and payroll reports.
Knowledge of financial reporting.

- Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
- Possession of a certificate as a Certified Public Accountant or Master's degree in accounting from an accredited college or university may be substituted for the required experience.
- Applicants may substitute one year of professional auditing experience for the required experience.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.
