Main Purpose of Job

The main purpose of this position is to serve as the principal management, clerical and technical assistant to the Deputy Chief Fire Marshal, Deputy Fire Marshals, Fire Protection Engineer, Fire Safety inspector and Special Assistant Deputy Fire Marshal in the duties required for the operation of a regional office of the State Fire Marshal. These duties provide necessary administrative functions to promote the preservation and protection of life and property from fire and explosion for the citizens of, and visitors, to the State of Maryland. This position also serves as the Administrator of the Office of the State Fire Marshal's Training Program as appointed by the State Fire Marshal. Duties are performed without supervision and require independent judgement and action, including making decisions in accordance with the Public Safety Article of the Annotated Code of Maryland.

POSITION DUTIES

Assists in the administration of the Southern Regional Office. Prepares projects for the supervisor to include legal correspondence reference to complaints, fire code violations, arson, and explosive investigations, and special projects assigned to the region by Headquarters. Reviews and proofreads correspondence for spelling, grammar, and punctuation prior to distribution; Manages an effective filing system of accurate records and documentation.

Promotes the Office of the State Fire Marshal by exercising sound judgement and discretion through daily telephone contact with the general public, private businesses, fire victims and local, state, and federal government agencies.

Administers the fire safety inspection fee program for the Southern Regional Office. Organizes and oversees work assignments. Analyzes activities of the Office of the State Fire Marshal staff. Prepares legal documentation. Manages and effective filing system of accurate records and documentation.

Administers all matters relating to training requirements for all sworn and civilian personnel of the OSFM.

Other duties as assigned by Command/Supervision.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience performing administrative staff, clerical, clerical technical, or secretarial work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

1. Experience in Windows based operating systems; preferably Windows 10.

2. Experience with Microsoft products (Word, Excel, PowerPoint).

3. Experience with Google products (Docs, Sheets, Slides).

4. Experience taking meeting "minutes".

5. Experience completing and sending correspondence for an Executive/Command staff.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Candidates may be responsible for providing their own transportation as needed to access meetings, remote locations, and job destinations as assigned.

In accordance with Section 2-204(b)(6) of the Public Safety Article, Candidates for position in this classification will be subject to an initial drug screening and a complete criminal background investigation before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered for this classification. Therefore, it is essential that you provide complete and accurate information on your application. Successful candidates will be placed on the Eligible List categorized as BEST QUALIFIED, BETTER QUALIFIED or QUALIFIED and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select employees.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position. Applicants may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing.
