Main Purpose of Job
NOTE: Position will be required to work in an emergency/disaster capacity according to assignment within the State Emergency Operations Structure (SEOC) and according to the Consequence Management Operations Plan (CMOP). This may involve working 12-hour shifts for extended periods of time in support of 24-hour consequence management activities.
The Maryland Department of Emergency Management (MDEM) is the Department of State government with primary responsibility and authority for emergency preparedness policy and for coordinating hazard mitigation, incident response, and disaster recovery. MDEM works to ensure that all Marylanders are prepared and Maryland is continually increasing its resiliency. MDEM’s work is, in large part, federally funded and project oriented. Ensuring comprehensive project and program management support for all relevant stakeholders is critical to ensure MDEM’s priorities are effectively and efficiently achieved.
This position resides within the Mission Support Directorate, Program Management Office and reports to the Chief Program Management Officer (CPMO).
The MDEM National Capital Region (NCR) Program Manager leads the daily program management, grant administration, and financial activities necessary to ensure the health and longevity of MDEM’s NCR Urban Area Security Initiative (UASI) grant program. This encompasses all pre- and post-award processes as well as all relevant initiation, planning, execution, monitoring/controlling, and closing activities across the full-lifecycle of MDEM’s NCR UASI awards. Specifically, this includes, but is not limited to: interfacing with MDEM employees to resolve and adjudicate a variety of program and grant-administration-specific issues; communicating with the District of Columbia (DC) Homeland Security & Emergency Management Agency (DC HSEMA) to ensure compliance with grant regulations, monitoring congressional appropriations to forecast future awards and organizational impact, preparing and maintaining internal reports that support baseline monitoring, preparing and submitting external programmatic and financial reports to DCHSEMA, preparing and submitting documentation in state financial/grant and federal financial/grant systems; utilizing Google Suite products to monitor and validate grant expenditures and revenues; answering a variety of internal/external grant-specific RFIs; developing standardized and ad hoc reports; achieving and maintaining a mastery-level understanding of federal and state statutes, regulations, guidance documents, and other grant documentation as it relates to NCR UASI; providing support during monitoring visits; supporting the development and delivery of program and administratively-oriented trainings; collaborating with the MDEM EHP Specialist; and attending events that support the longevity and efficacy of NCR UASI in Maryland. This position will also support the CPMO in developing and maintaining the MDEM NCR Program budget in relation to the organization’s larger federal portfolio. This position will also advise the CPMO on the year-over-year (YoY) distribution of NCR UASI funds to other Maryland State entities. Although this position reports directly to the CPMO, this position will be required to balance regularly interfacing and briefing the Grants Administration Branch Manager (GABM) on any issues in the MDEM NCR UASI portfolio that affects other portions of the federal fund portfolio. The MDEM NCR UASI program is valued at approximately $2.8 million, annually.
In Order To Fulfill These Responsibilities, This Position Requires
Emergency and disaster prevention, response, and recovery operations as needed and/or assigned by Department Secretary, Deputy, Directors, or Consequence Management personnel;
Execute the day-to-day operations of NCR UASI as it relates to program management and grant administration actions;
Identify higher-level PMO process gaps and/or inefficiencies germane to position workflow, elevate appropriately to the CPMO, and develop potential solutions for identified gaps and/or inefficiencies;
Assist with other programs and projects to the benefit of the organization's mission, as directed by the CPMO;
Support any and all other Department statewide activities and/or Maryland’s strategic goals and objectives for homeland security as directed by the MDEM Secretary, MDEM Deputy Secretary, and/or Mission Support Director.
Minimum Qualifications
Education : Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience : Six years of administrative staff or professional work.
Notes
Two (2) years of financial management experience;
Two (2) years of program management experience;
Six (6) months of experience specifically with DHS/FEMA grants or 18 months of experience with other federal grants;
Six (6) months of experience with Maryland State Financial System (FMIS) or two (2) years of experience working directly within other financial management systems;
Forty hours of formal project management training.
