Main Purpose of Job

The Program Manager III serves as the Chief Financial Officer and will oversee the accounting and budget for the administrative costs charged by this unit to the various Special and federal fund sources managed by the Water Infrastructure Financing Administration (WIFA). This position functions as a bond accounting expert and is responsible for the financial accounting of existing revenue bonds issued under the indentures for Water Quality Revolving Loan Fund and Bay Restoration Fund Programs. The incumbent responsibilities in this position include correct annual allocation and liquidation of bond premium, interest expense and cost of issuance over the life of the bonds. The Administration issues revenue bonds to expand financing leverage for both the Water Quality Revolving Loan Fund and Bay Restoration Programs.

In addition to administering the Revolving Loan fund grants from the Environmental Protection Agency and the state’s Bay Restoratio n Fund , the WIFA is also responsible for administering additional federal grants, including the Sewer Overflow and Stormwater Reuse grant and the Emerging Contaminants for Small and Disadvantaged Communities grant. Additional accounting and reporting requirements are required for the use of these funds. This position performs various expenditure, revenue, and budgetary analysis for annual budgets and cash flow monitoring. Additionally, the responsibilities include procurement contract writing on an as needed basis for accounting, financial advisor, bond counsel, arbitrage analyst and bond underwriter.

Minimum Qualifications

Education: Qualified candidates must possess a Bachelor's Degree in business administration or accounting from an accredited college or university.

Experience: E ight (8) years of professional experience in government accounting or financial services, with four (4) years of those having been at the managerial/supervisory level.

A Masters Degree in Business Administration or Accounting will substitute for one year of general experience.

Desired Or Preferred Qualifications

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Experience in preparing financial forecasts.
  • Experience in federal grants and grant accounting.
  • Experience in cash flow and projections.
  • Experience in researching and responding to audit requests.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date).

ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.

SICK LEAVE – fifteen (15) days of accumulated sick leave per year.

PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

HOLIDAYS – State employees also celebrate at least twelve (12) holidays per year.
