Introduction
The Maryland State Retirement Agency is the administrator of the Maryland State Retirement and Pension System (“System”). The System is a defined benefit retirement system covering governmental employees within the State of Maryland. The System is composed of twelve (12) separate retirement and pension systems with over 50 different rule sets. The System has over 397,000 participants (customers), including 192,000 members who are actively employed and participating in the System, 165,000 payees who receive a monthly payment from the System, and 40,000 vested members who are no longer actively employed but have earned a benefit that will become payable at a future date.
The Agency is seeking to fill an Administrator III position in the Data Control Unit. This a supervisory position and will oversee a team responsible for processing member requests for purchase of service and military service.
During the probationary period, this position will work 100% at the office of the Maryland State Retirement Agency. After the probationary/training period, and at the discretion of the Unit Director, this position may be eligible to telework one day per week.

Main Purpose of Job
The main purpose of this job is to supervise a small team of professional, administrative staff in responding to customer requests to purchase additional service credit and/or to be granted additional service credit in the Maryland State Retirement and Pension System based upon military service. This team receives requests from members and determines eligibility for additional service credit, the amount of additional service credit that may be awarded, and the cost to the member for the additional service credit.
This team is responsible for calculating the cost of the purchase, billing the member, and awarding the service credit if the member completes the purchase by sending funds to the Maryland State Retirement and Pension System. This team also responds to inquiries from other pensions systems to certify service credit and monetary account balances for members contemplating a transfer of their account from the Maryland State Retirement and Pension System to another pension system. In addition, this team is responsible for reviewing and evaluating requests for military service credit.
POSITION DUTIES
The Administrator III position supervises employees in the performance of these duties, and will be responsible for hiring, training, coaching, mentoring, and disciplining staff.
The Administrator III must possess strong problem solving and critical thinking skills, good organizational and attention to detail skills, be proficient in math, and have a passion for leading people to meet customer requirements. The Administrator III is a front-line supervisor and will be required to do daily work and assist staff to get the work done on time. Strong communication (verbal and written) skills are an absolute necessity, as is a passion for providing excellent customer service.

MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Two years of experience leading or supervising employees.
Prior administrative experience working with military records.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
