POSITION DUTIES
The Assistant Commissioner will lead the Transition and Activation Team for the Baltimore Therapeutic Treatment Center (BTTC) and oversee administration, programs, deflection, re-entry, day reporting, support services, and healthcare services for incarcerated individuals on the BTTC campus. This individual will supervise the Directors of both the in-custody and non-custodial components of the BTTC and collaborate closely with the Maryland Department of Health on accreditation, licensure, reimbursement, patient safety, and healthcare quality across all components of the BTTC campus.
Primary Responsibilities
Oversee all administrative functions for Transition and Activation Team for the BTTC:
Education: A bachelor’s degree in corrections, criminal justice, public administration, social work, or related field of study.
Experience: Thirteen (13) years of full-time experience in corrections including at least three (3) years performing correctional management duties as a Warden, Asst. Warden or a comparable correctional facility administrator.

- Organizes and oversees scheduled meetings and activities of the Transition and Activation Team in preparation to activate the new facility and associated operations.
- Staffing analysis and personnel for the facility
- Managing the facility contracts and procurements
- Direct the development and dissemination of new and enhanced directives, regulations, and policies that have a broad impact on the total operations of BTTC
- Manages the Director of In-Custody Services (i.e. Warden) responsible for the security functions, programs, support services, and the food, laundry, warehouse, and utilities operations
- Manages the Director of Deflection, Day Reporting, and Reentry Resource Center (non-custodial components)
