The Administration and Finance Division of the Maryland Comptroller's Office is seeking a Procurement Manager III to lead our Procurement Team. The successful candidate will be a self-motivated, detail-oriented change agent who is intellectually curious. The division's mission is to provide high-quality, efficient, and timely financial, procurement, and administrative services to support the achievement of the goals and objectives of the Comptroller. This position is responsible for leading, planning, directing, and coordinating the daily procurement-related tasks and operations and maintaining staffing to ensure all duties and responsibilities are performed timely and accurately.

Minimum Qualifications
Education: Possession of a Bachelor's degree from an accredited college or university.
Experience: Five years experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating, and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.
Four years of this experience must have been in a supervisory role.

- Develop and execute the strategic vision for the procurement department
- Prioritize plans, strategies, and develop metrics and key performance indicators (KPIs) to enhance operational efficiency

- Ensure efficient and effective execution of procurement processes, optimizing resource allocation and service delivery
- Formulate, review, and update agency procurement guidelines to ensure compliance with state policies and COMAR Title 21

Minimum Qualifications

- Selected candidates must obtain Maryland Certified Procurement Officer (MCPO) credentials within six months of start date.
- Four years of additional related experience may be used to substitute for the Bachelor's degree.
- For education obtained outside of the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. If you possess a degree obtained outside of the United States, please submit a detailed, course-by-course evaluation report from one of the U.S. equivalency evaluating members identified at http://www.naces.org/members.html.
- State of Maryland procurement experience
- Maryland Certified Procurement Officer (MCPO)
- Maryland Certified Procurement Associate (MCPA)
- Demonstrated knowledge of Maryland FMIS/ADPICS applications
- Demonstrated knowledge of (Maryland) COMAR Title 21
