Main Purpose of Job
This position serves as the Fiscal Analyst of the Child Care Development Grant in the Division of Early Childhood Development and is responsible for providing leadership and direction in the development and coordination of procedures for Early Childhood programs that ensure fiscal operation and reporting program implementation is completed in accordance with State and federal regulations. The position is responsible for oversight of grant specialists and the fiscal reporting of the Child Care Development Grant. Working with both the program administrators and the business service department, this position will be responsible for formula procedures and systems for reporting to the federal government and state.
POSITION DUTIES
Provides fiscal accountability and oversight of fiscal analysis, assurance, regulatory review, development and implementation:
EDUCATION: Bachelor’s degree from an accredited four-year college or university.
EXPERIENCE: Five (5) years of experience of professional experience with managing, designing, developing, and auditing financial control systems for multiple programs.

A documented track record of performance and successful implementation across multiple concurrent projects.

POSITION DUTIES
Provides fiscal accountability and oversight of fiscal analysis, assurance, regulatory review, development and implementation:
- Leads and coordinates efforts with DBS on procurements and monitoring drawdowns of federal grants to ensure compliance.
- Provides supervisory, managerial or technical assistance guidance to the DEC Fiscal unit as needed and in the absence of the Financial Manager.
- Makes decisions to facilitate program accomplishments.
- Recommends the development of training procedures to increase correct authorization of funds for grant specialists, programmatic specialists, LSSs, LITPs, Non-LSSs, non-profit and for-profit entities, and IHEs.
- Provides guidance internally in developing and maintaining manuals, instructions and reporting instruments for financial data reporting and analysis.
- Coordinates training and technical assistance for DEC staff and designs fiscal reports, content, and methods.
- Analyzes departmental, budget and fiscal planning and federal requirements for budget information.
- Coordinates, reviews, and edits internal and external budget documents with the program staff.
- Represents the department in a liaison capacity with managers and officials of other agencies concerning program activities.
- Proactively partners with upper management in matters of policy development, process improvement and implementation, financial modeling, grant review, and State and federal audits.
- Reviews and assists with sub-grant information (budgets & invoices) and provides for accurate, timely, and sufficiently researched documents.
- Supervises the preparation of financial reports, spreadsheets, data tables and related documents (FFATA).
- Provides direct supervision and guidance to staff fiscal members working with programmatic specialists, LSSs, LITPs, Non-LSSs, non-profit and for-profit entities, and IHEs.
- Performs other duties as assigned related.

- Candidates may substitute the possession of a Master’s degree or the equivalent of 36 credit hours of post-baccalaureate course work in Education, Organizational Development, Nonprofit, Business, or related fields for two years of the required experience directly related to the position.
- Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education, one year of which must have been in an administrative supervisory or consultative capacity.

- Skill with coaching grant specialists, programmatic specialists, and constituents in analyzing local policies and procedures related to grant funding in accordance with federal and State regulations.
- Skill in analyzing and deploying solutions for complex educational grant issues and challenge.
- Skill in managing administrative activities, including supervision, oversight, and evaluation of staff.
- Ability to adjust quickly to changing priorities and conditions, deal effectively with ambiguity, and work effectively with complexity and change.
- Ability to interpret and apply complex laws and regulations governing State and federal programs.
