The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. This is a MANAGEMENT SERVICES position with the Department of Public Safety and Correctional Services. The incumbent serves at the pleasure of the appointing authority.

POSITION DUTIES

The main purpose of this position is to support the overall goals and objectives of the Home Detention Enforcement Unit (HDEU) to include functioning as the Director; managing the enforcement and administrative operations of the Home Detention Enforcement Unit; and, facilitating the MILES/NCIC aspects of the HDEU. This position requires that the individual be eligible and knowledgeable to perform a variety of assigned tasks in law enforcement, corrections, MILES/NCIC.

Functions as the Director of the Home Detention Enforcement Unit, thereby being responsible for the operation of the enforcement aspect of three separate home detention programs, all separately codified in the Annotated Code of Maryland and C.OM.A.R.The position’s authority and level of accountability are delegated separately by the Commissioner of the Division of Correction, the Commissioner of Pretrial Detention and Services, and the Director of the Division of Parole and Probation.This position manages the enforcement operational aspect of a unique program for the Department of Public Safety and Correctional Services.

Manages enforcement administrative staff, and when necessary, provides direct service in the performance of job duties and responsibilities in the following areas: enforcement, personnel, fiscal, procurement, inventory, training, data processing, policy and procedure development, C.O.M.A.R. development, public information, legislative liaison, emergency security plans, coordination with MILES/NCIC, and audit compliance.

Minimum Qualifications

Education: Bachelor's degree in Public Administration, Political Science, or Criminal Justice.

Experience: 1 year of experience as a Correctional Security Chief or 2 years of experience as a Correctional Officer Major or 4 years as Correctional Officer Captain.

Note: 3 years of experience as a Director or Manager of a program within a Correctional Facility can be substituted for the required experience.

Desired Or Preferred Qualifications

  • Bachelors Degree in Public Administration, Political Science, or Criminal Justice.
  • Two (2) years of experience of supervising the work of Correctional Officer Supervisors in the custody and security of adult inmates.
  • Five (5) years of experience working with COMAR regulations as it relates to Incarcerated Individuals.

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date)
  • Annual Leave - ten (10) days of accumulated annual leave per year
  • Sick Leave - fifteen (15) days of accumulated sick leave per year
