Main Purpose of Job

The Deputy Program Manager supports the Compliance Program Manager on all matters pertaining to State and federal regulatory requirements and policies ensuring sources emitting air pollutants meet all applicable regulatory requirements. In doing so, the Deputy collaborates with other programs within ARA and across the Department, the Office of the Attorney General, other state agencies, and other public and private entities. The incumbent in this position responsibilities overseeing a new unit focused on establishing and implementing compliance oversight measures for building energy reporting requirements for the number of sources recently created, complex permits demanding extensive compliance oversight at large data centers that bring a new functional dynamic to the compliance arena and increase the compliance presence in communities that are the mainstay of operations.

The Deputy also supervises Division Chiefs and provides direction and quality assurance for projects and a variety of activities within those divisions. The Deputy participates in ARA's internal legislation review committee discussions and coordinates inputs from applicable ARA Programs that feed the Department's annual enforcement report. Finally, the Deputy handles administrative functions for the Program related to human resources and budget management and other duties, as needed, for the Program Manager.

Minimum Qualifications

EDUCATION: Possession of a Bachelor's degree from an accredited college or university that includes 30 credits in engineering, biological, environmental, physical sciences or other appropriate technical education, or possession of a Bachelor's degree from an accredited college or university in Environmental Law or Environmental Public Policy or other appropriate related degree.

EXPERIENCE: Six (6) years of experience supervising a professional staff in an environmental field or experience as an environmental project manager including assigning tasks, setting priorities, and reviewing work products.

Notes

  • Professional or scientific experience related to natural resources, environment or public health may be substituted on a year-for-year basis for education.
  • Registration as a Professional Engineer may be substituted for the required education.
  • One additional year of experience in professional scientific, natural resources, or environmental or public health may be substituted for the 30 specialized academic credits.

Desired Or Preferred Qualifications

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • The ideal candidate should have eight (8) years of experience working in an air quality field with two (2) of those years being a supervisor or manager in the air quality regulatory enforcement/compliance program/unit.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date).

ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.

SICK LEAVE – fifteen (15) days of accumulated sick leave per year.

PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

HOLIDAYS – State employees also celebrate at least twelve (12) holidays per year.
