In this pivotal role, you will support the Assistant Secretary of Community Resources in overseeing the development, implementation, and effectiveness of community-based services and out-of-home interventions for DJS youth. Your leadership will help create and maintain a flexible continuum of care tailored to meet the needs of youth across all DJS regions in Maryland, ensuring services from prevention to reentry are accessible and effective. Through three operational units—Community & In-Home Resources, Out-of-Home Resources, and Resource Effectiveness & Accountability—you will drive program development, manage resources, and evaluate service impact.
In this role, you will have the opportunity to contribute in various ways, including:
Minimum Qualifications
Education: A Bachelor’s degree from an accredited college or university in public administration, social work, criminal justice, education, or a related field.
Experience: Six (6) years of progressively responsible experience in program management, community-based services, social services, or juvenile justice, including three (3) years in a supervisory or leadership role managing teams, budgets, and strategic initiatives.

- Strengthening partnerships: Building and maintaining relationships with state agencies, local governments, and community organizations. Representing DJS in cross-agency initiatives to improve youth outcomes and public safety.
- Driving efficiency and accountability: Implementing performance metrics and quality assurance measures to ensure program effectiveness. Overseeing financial and operational compliance through audits and evaluations.
- Supporting youth success: Leading initiatives that promote education, workforce development, and behavioral health services for youth transitioning back into their communities. Ensuring seamless service continuity through coordinated care planning.
- Providing strategic leadership: Advising executive leadership on emerging trends, policy implications, and program innovations. Preparing reports, briefings, and recommendations to guide decision-making.
- Championing continuous improvement: Identifying service gaps and implementing innovative solutions to enhance accessibility, efficiency, and impact. Leveraging data and research to drive program enhancements.
