Main Purpose of Job

An Election Deputy Director III is the supervisory or managerial level of work assisting an Election Director in conducting elections in local jurisdictions within the State. The work of this classification may require travel throughout the State to exchange information regarding the election process and promote voter registration. Employees in this classification supervise office support staff which may include subordinate supervisors. Employees in this classification receive general supervision from an Election Director. Employees may be required to work evenings and weekends.

POSITION DUTIES

Assists an Election Director in conducting elections in compliance with federal, State and local laws, regulations and statutes;

Assists with the oversight and coordination of the day-to-day operations of a local election office to include: voter registration program, absentee balloting program, provisional balloting program, Same Day Registration program, redistricting precinct boundary programs, candidate filing, ballot preparation, voting equipment supplies purchase, voting equipment maintenance, inventory and site delivery, acquisition and staffing of polling places and early voting sites, and the recruitment, assignment and training of election judges;

Supervises, directly or through subordinate supervisors, election office support staff and volunteers, election judges, per diem staff to conduct canvasses and nursing home and assisted-living facilities absentee and voter registration programs;

Supervises directly or through subordinate supervisors the Performance Evaluation Program for State employees and the administration of interview and hiring of new staff;

Conducts training sessions for election office staff, temporary office associates, election judges and per diem staff to conduct canvasses;

Recommends new and revised policies and procedures related to the administration of the local election office operations;

Implements current, new and revised local election board policies and procedures and federal, State, and local election laws and regulations;

Reviews proposed federal, State and local legislation to determine the impact on the conduct of elections;

Assists with the implementation of approved precinct boundaries to include drafting maps and street directories, acquisition of polling places and notification of voters;

Attends legislative hearings on matters related to the election process;

Prepares operational and statistical reports and records;

Participates in task force committees, conferences and workshops throughout the State to exchange information related to the conduct of elections;

Keeps abreast of technological advances in equipment and data tracking systems in order to effectively assist in management of elections;

Assists with the implementation of new voting systems and other processes such as Same Day Registration, as required by the Maryland General Assembly;

Attends and is present for all Early Voting and Election Day activities including the opening and closing of centers;

Ensures that election office adheres to recommended physical security procedures and all security procedures are followed;

Assumes the duties of and functions of the Election Director with the same authority in his/her absence;

Performs other related duties.

MINIMUM QUALIFICATIONS

Experience: Four years of experience applying federal, state, and local election laws and regulations applicable to conducting elections, which must have included at least one presidential or gubernatorial election, and an additional four years of supervisory or management experience.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and five years of supervisory experience or project management experience for the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for two of the four years of required experience applying federal, state, and local election laws and regulations applicable to conducting elections, which must have included at least one presidential or gubernatorial election.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Experience with the State of Maryland personnel system and procedures.
  • Experience typing correspondence and business documents.
  • Experience managing 20 staff.
  • Project management experience.

  • Experience creating and managing budgets.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require travel. Employees assigned such duties may be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification are required to be registered voters in the State of Maryland in accordance with the Election Law Article, 2-207(d), Annotated Code of Maryland.

2. Employees in this classification may not hold or be a candidate for any elective public or political party office or any other office created under the Constitution or laws of this State in accordance with the Election Law Article, Section 2-301(b).
