DESCRIPTION

 

The Maryland Transit Administration is recruiting for a Deputy Director of Bus Transportation. Under administrative direction, this position manages, plans, organizes, and coordinates MTA’s Bus Transportation operations to ensure safe and efficient transit services are consistently delivered to the community.  The Deputy Director advises the Director in areas of responsibility, provides direct supervision and guidance to division management staff, and reviews and takes appropriate action on operational transit issues to ensure all bus blocks go into service as scheduled. This position also ensures other modes have adequate service delivery continuation support. 

 

This position has daily oversight for four bus divisions (Bush, Eastern, Kirk, and Northwest) with a workforce of approximately 1,300 union workers including bus operators, dispatchers, secretaries, porters, and vault pullers. The Deputy Director monitors division issues such as manpower availability and overtime utilization, assists in the development and revision of Standard Operating Procedures (SOPs) and operating bulletins, and tracks safety performance. The Deputy Director interacts daily with bus maintenance on equipment issues that affect service delivery, with scheduling to communicate needed changes and make recommendations, and with Local 1300 to cooperatively address and resolve issues.

 

Essential duties include, but are not limited to:

  • Monitor and provide ongoing support of the daily operation of service delivery at all divisions. 
  • Assess monthly accident rates and post-accident training completion.
  • Respond to complaints, low revenue reports, and reported violations.
  • Monitors absenteeism including those related to the Family and Medical Leave Act (FMLA) and Workers’ Compensation and works cooperatively with division management, Human Resources, and the Workers’ Compensation and DOT Compliance Office to reduce experience rates. 
  • Prepares monthly reports to meet internal and external reporting requirements.
  • Conducts regular division staff meetings to discuss ongoing issues and guide the development and implementation of related resolutions.
  • Assists in the development of bus transportation policy.
  • Directs responses to emergencies and severe weather conditions and coordinates with Bus Field Supervision to support service continuation for other modes and to provide for special events such as the Preakness and the Grand Prix. 
  • Assists in monitoring payroll, staffing levels, management shift coverage, and approves leave requests.
  • Works with bus transportation administrative staff, division management, and Local 1300 representatives to resolve grievances, and may periodically participate in base-level and appeal hearings and serve as an alternate to the Accident Review Board.

Education: A Bachelor’s degree from an accredited college or university. 

 

Experience: Six years of experience in administrative staff or professional work.

1.  Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.

 

2.  Additional graduate-level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-to-year basis for the required general experience.

 

3.  Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures, and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.

 

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
