ORGANIZATION OVERVIEW
The York Corridor Business Improvement District Management Authority is a community advocacy and improvement organization in North Baltimore intended to provide services that ensure a clean, green, and vibrant York Road Commercial Corridor. A property tax surcharge funds the ongoing work of the Authority, and a Board of Directors, composed of a variety of neighborhood stakeholders, oversees operations and activities.
JOB DESCRIPTION
The York Road Improvement District seeks a Deputy Director to lead strategic
initiatives, oversee daily operations, and drive the organization’s impact. Reporting to the
Executive Director, this role will shape and implement strategic priorities, manage key programs,
and strengthen partnerships that enhance the York Road Corridor.
The ideal candidate is a proven leader with experience in operations, project management, and
community development. This role requires balancing big-picture strategy with hands-on
execution, ensuring smooth day-to-day operations while advancing long-term growth.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Strategic Leadership & Operations
Work with the Executive Director to develop long-term strategies and guide organizational growth.
Lead annual planning, performance tracking, and process improvements.
Identify and pursue funding, partnerships, and economic development opportunities.
Oversee staff management, fostering collaboration and accountability.
Ensure efficient execution of programs, stakeholder services, and public space initiatives.
Program & Project Management
Oversee the Clean & Green Program, optimizing ambassador workflows and managing landscaping initiatives.
Support Small Business Development initiatives, including tenant recruitment, the Façade Improvement Program, and the Tenant Improvement Program
Coordinate volunteer-led community improvement events, fostering local engagement
Support marketing and events initiatives, including website updates and community marketing collateral.
Assist in launching and managing new programs, such as public art installations, Homeless Outreach, and Workforce Development.
Oversee streetscaping, park development, and business improvement projects from planning to completion.
Manage contractors, permitting, and execution to ensure timely delivery.
Collaborate with city agencies and stakeholders to drive infrastructure improvements and community development.
Community Engagement
Build and strengthen relationships with businesses, property owners, nonprofits, and government agencies.
Lead outreach efforts to connect community members with resources and engagement opportunities.
Represent the organization in meetings, advocating for corridor priorities and initiatives.
Fundraising and Budgeting
Support grant writing, sponsorship outreach, and fundraising efforts for programs and capital projects.
Assist in budgeting and financial planning to ensure alignment with organizational goals.
Ensure compliance with grant reporting requirements and maintain accurate financial documentation.
REQUIRED QUALIFICATIONS
4 years in operations management, strategic planning, or community/economic development.
Proven leadership in staff supervision, stakeholder engagement, and project oversight.
Strong project management skills, particularly in capital improvements and public space initiatives.
Excellent writing, analytical, and communication skills.
PREFERRED QUALIFICATIONS
Ability to balance high-level strategy with hands-on execution in a fast-paced environment.
Proficiency in Microsoft Excel and Google Drive; Adobe Creative Suite a plus.
Experience in nonprofits, small business support, or real estate development preferred.
TIMELINE AND COMPENSATION
Salary: $75,000-$80,000
In-person with a hybrid flexible schedule with frequent in-person meetings. Some evening/weekend work required for events and meetings.
