Main Purpose of Job
The main purpose of this position is to ensure accurate and efficient processing of cash receipts paid by Public Service Companies (companies) regulated by the Public Service Commission (PSC), as well as provide accurate research correction and maintenance of various database systems used in the Fiscal Department. This position is relevant to the PSC’s mission of ensuring that all monies collected as operational funds are done in a competent and proficient manner and all related accounts are properly maintained and tracked.
POSITION DUTIES
Process cash receipts due to the Public Service Commission (PSC) in an accurate manner to ensure all monies are correctly posted and deposited. Public Service Companies (companies) will mail payments or hand-deliver payments (walk-ins). Duties are accomplished using the Assessment Database, Excel spreadsheet and customer interaction.
Maintains updated and meticulous account information of the companies that fund the operations to ensure that the PSC is correctly collecting monies. Interaction with companies and PSC staff using competent verbal and customer service skills is essential as well as use of the Assessment Database, MDAT Database, Transportation Database, Filing Fee Database, Mail log Database and QuickBooks ensuring that company information is correct so that the PSC efficiently and accurately collects monies from companies.
Prepares and mails out documents such as invoices for assessments, filing fees, citations, account set up fee, for hire fees and delinquency letters that notify companies of their payment status as well as Gross Operation Revenue request letters. Duties are accomplished through proficient use of assessment Database, Filing Fee Database, Microsoft Word as well as use of an envelope folding and letter insertion machine
Prepares accurate account correction information using accounting principles to ensure that accounts in error are correctly debited or credited so that the PSC can either collect or refund money to companies. Duties are accomplished using Assessment Database, Filing Fee Database, Mail log Database, QuickBooks, Excel spreadsheets and general knowledge of accounting principles.
Other duties as assigned contribute to the efficient operation of the Fiscal Division and the PSC. These duties may include regular/special projects to assist the Budget and Fiscal Director, composing and typing letters, creating spreadsheets, filling and assisting in the absence of others, which may include processing agency payments as a back up to Elizabeth Olson (A/P).
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: One year of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.
Notes:
1. Candidates may substitute experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required education.
2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
3 years of experience in accounts receivable or related financial roles, knowledge of invoicing processes and 1-2 years of high volume collections and knowledge of billing and collections procedures.
Proficiency in accounting software Quickbooks and FMIS.
Proficiency in MS Office, especially Excel.
Strong attention to detail, communication skills, and ability to prioritize tasks.
