Main Purpose of Job
This position provides high level executive support and senior level policy development/policy analysis on issues relating to the Developmental Disabilities Administration. This position includes analysis of management performance data, research of new initiatives and evaluation of the impact of new policies/alternative approaches on the consumers, service providers and DDA. This position will serve as lead author and lead editor for public reports, and will take independent responsibility for the creation and distribution of internal and external data analytics products. This position will also serve as coordinator for the writing and editing of legislative testimony by the Deputy Secretary and senior staff, and will independently analyze the impact of statutes, regulations, and bill proposals for the Administration. This position will additionally take a coordination role towards groups of other Analysts for the purposes of reports, digital communications, and data analysis.
Minimum Qualifications
Education: A Bachelor's degree from an accredited college or university.
Experience: Three years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

- Candidates may substitute the possession of a Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for one year of the required experience.
- Candidates may substitute the possession of a Doctorate degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for two years of the required experience.
The desired candidate should possess:
- Bachelor's degree in public policy, public administration, or similar field.
- Experience in policy analysis, development, and evaluation in the intellectual and developmental disabilities field.
- Experience in data, project management, and legislative and regulatory processes.
- Exceptional written and verbal communication.
- Experience with Legislative testimony, and experience producing reports.
