Main Purpose of Job

The Provider Engagement Coordinator within the Office of Provider Engagement and Regulation (OPER)'s Office of the Prescription Drug Monitoring Program (PDMP) serves as a full performance health policy analyst to address Office of PDMP goals and broader OPER initiatives. The PDMP is a core component of the State's strategy to address opioid and other prescription drug related morbidity and mortality and drug diversion. OPER plans, implements, and evaluates evidence-based public health prevention activities that aim to improve the use of controlled dangerous substances and the quality of associated patient care.

The Provider Engagement Coordinator evaluates, analyzes, researches, and develops policies, programs, services, as well as new initiatives focused on safe controlled substance prescribing and dispensing with the goal of increased patient care coordination and improved health outcomes in Maryland. Content areas will include opioid prescribing, provider initiatives in overdose prevention, healthcare quality, and pain management.

In addition to policy evaluation, the Provider Engagement Coordinator is responsible for planning and coordinating meetings with soliciting feedback from subject matter experts and health care providers as well as building and maintaining relationships with internal and external stakeholders. In support of this work, the Provider Engagement Coordinator will need to have an understanding of health care quality initiatives specific to opioid prescribing, have sufficient writing skills to prepare reports summarizing health care research, and must have excellent interpersonal skills and be adept at cultivating partnerships and collaborating across teams. In support of soliciting feedback from health care providers, the Provider Engagement Coordinator may develop surveys or other research methodologies as well as support project evaluation work.

Major programs whose operations or data custody are subject to the Provider Engagement Coordinator's evaluation, research, and development include the Prescription Drug Monitoring Program (PDMP); data analysis using PDMP, fatal overdose data from the Office of the Chief Medical Examiner (OCME), non-fatal overdose event data from Health Services Cost Review Commission (HSCRC), and other relevant datasets.

Minimum Qualifications

Education: A Bachelor's degree from an accredited college or university.

Experience: Two years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Notes

  • Candidates may substitute the possession of a Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for one year of the required experience.
  • Candidates may substitute the possession of a Doctorate degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for the required experience.

Desired Or Preferred Qualifications

The desired candidate should possess the following:

  • General knowledge and experience with pubic health, specific to overdose prevention, opioid prescribing, or interventions targeting health care providers
  • Experience with project management
  • Experience with program evaluation and reporting
  • Skills to organize, implement and administer health care provider communication
  • Experience with tracking state level legislative and regulatory changes
  • Experience with project management software (i.e. Smartsheets)

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
