Main Purpose of Job
The primary purpose of this full-time contractual Health Policy Analyst (HPA) II position is to assist and support the activities of the Money Follows the Person (MFP) program in implementing, executing, and ensuring ultimate compliance with the home and community based services (HCBS) quality measure set. The implementation of the HCBS quality measure set promotes health equity and reduces disparities in health outcomes among people receiving HCBS.
This position plays a supportive role in the development, implementation, and continuous improvement of quality improvement and assurance plans under the direction of the Health Policy Analyst Advanced. The HPA II will utilize methodologies such as PDSA (Plan-Do-Study-Act), DMAIC (Define-Measure-Analyze-Improve-Control), and Lean Six Sigma to support data driven decision making. The role involves conducting both quantitative and qualitative analysis to identify trends and measure the effectiveness of strategies aimed at enhancing care quality and cost effectiveness within Maryland Medicaid’s HCBS programs. Additionally, the HPA II is responsible for creating and presenting information on the HCBS quality measure set survey throughout its implementation to MFP stakeholders. This includes creating and refining surveys, being knowledgeable about the transformed Medicaid Statistical Information System (T-MSIS), and determining which surveys are necessary to assess the experience of care for each major population group included in Maryland Medicaid’s HCBS programs.
This position will liaise with other departments and administrations and be the point of contact for the other state operating agencies with which MFP works and collaborate concerning the implementation of the HCBS Quality Measure Set survey and ongoing improvement plans and reporting.
This position operates in a hybrid manner, meaning job duties will be performed both remotely and on-site unless otherwise directed by the appointing authority.
Minimum Qualifications
Education: A Bachelor's degree from an accredited college or university.
Experience: Two years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Benefits
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.

- Experience collaborating with interdisciplinary teams to ensure compliance with CMS quality standards and promote health equity outcomes.
