The Maryland Freestate ChalleNGe Academy (FCA) is one of the original 10 state Challenge Programs. FCA is a tuition-free program which offers at-risk adolescents, 16 to 18 years old, an opportunity to change their future for the better by providing the skills, education and self-discipline needed to become responsible, productive citizens. The initial program consists of a 22-week residential phase where cadets learn self-discipline, leadership, and responsibility in a controlled military environment, encouraging teamwork and personal growth. A 12-month post-residential phase focuses on helping enroll graduates into continued education, technical school programs, or entry-level employment. During the post-residential phase, students are assisted by at least one trained mentor from the community for further development. Main Purpose of Job
This position will provide direct services and counseling for juvenile applicants, cadets, and postgraduates of a voluntary quasi-military residential program. The Military Youth Counselor Program Supervisor plans, directs and coordinates all phases of recruitment, placement, and mentoring program activities to encourage and assist juveniles in adopting and maintaining positive life skills. This position has full supervisory responsibility plus programmatic responsibility for planning, directing, and coordinating direct services for the RPM Program.
POSITION DUTIES
Duties include, but are not limited to :
- Providing Academic Excellence and Citizenship Core Components of the Freestate ChalleNGe Academy.
- Manage, guide, mentor, and counsel education staff.
- Provide oversight and guidance, and direction for the Recruitment, Placement and Mentoring Department.
- Supervise counseling / case management program and assigned counseling / case manager personnel.
- Evaluate and recommend program, policy, or procedural modifications.
- Maintain Student Education Records (Past and Present) and coordinate with Military branches, law enforcement agencies, trade schools, Colleges / Universities, and various employers for verification of enrollment, academic performance, and completion status.
- Attend and participate in staff, professional development, and in-service training, subsequently developing those training modules into training for Freestate ChalleNGe Academy staff, and in some cases, Cadets.
MINIMUM QUALIFICATIONS
Education : A Bachelor’s degree from an accredited college or university.
Experience : Three years of experience providing direct services and counseling to juveniles in a quasi-military environment.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
