Main Purpose of Job
The Behavioral Health Administration (BHA) has oversight responsibility of Maryland's Public Behavioral Health System, and is responsible for regulating and licensing all behavioral health programs.
The position of Program Compliance Evaluator (Coordinator Special Programs, Health Services IV Addiction) plays an essential role in ensuring all licensed community based substance use disorders (SUD) treatment programs, and SUD treatment programs in a state or local correctional facility meet regulatory requirements and quality of care standards. The duties of the position are performed statewide at public and private health facilities, and other program sites. This position interprets and applies Federal and State rules and regulations, and requires the incumbent to have knowledge of Federal and State regulations and National Accreditation standards regarding the treatment of substance use disorders.
The position is responsible for conducting and completing on-site and desk program compliance reviews, audits, and complaint investigations to determine provider compliance with Federal regulations (42 CFR part 2 and part 8), COMAR regulations (10.63,10.09,10.58), and conditions of grant award for specialty populations. The position also provides technical assistance to SUD treatment programs, various divisions within BHA, and to external stakeholders.
The position attends and participates in all Compliance Unit staff meetings, other meetings as directed, and is required to perform duties within established policies and procedures. The position performs duties under general supervision of the Compliance Unit Director (Program Admin III Addiction), Director of Quality Assurance, State Opioid Treatment Authority (SOTA) (Program Manager III), and may receive direction from the Lead Program Compliance Evaluator (Program Admin II).
This position is eligible for Hybrid Telework which is subject to change as necessitated by operational and customer-focused demands. This position is also subject to call-in and overtime based on staffing needs.
MINIMUM QUALIFICATIONS
Education : Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience : Three years of professional experience in assisting in the coordination of a health-related program(s) or referring people to governmental and private resources.
Notes : 1. Candidates may substitute 30 college credit hours from an accredited college or university on a year-for-year basis for the required experience.
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health-related field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
The desired candidate should possess experience working with the substance use disorder population and with behavioral health treatment providers.
The desired candidate should also possess :
- excellent oral, written, and communication experience
- familiarity / experience with PowerPoint presentations
- ability / experience to write comprehensive reports
- proficiency in the use of Microsoft Office
- knowledge of state and federal regulations regarding the treatment of Opioid dependence
- the ability to be a fully engaged team member within a hybrid telework model
