Main Purpose of Job
To inspire, support and assist regional Wildlife and Heritage Service (WHS) staff conducting work projects designed to achieve goals established by the priority objectives set for the unit. This job entails the administration and organization of staff, budgets, capital improvements, lands and equipment in an assigned geographic area to ensure the timely, safe and efficient completion of these work tasks. The regional staff are the major work force for the WHS in the assigned area and thus conduct most of the wildlife conservation efforts and manage the associated public recreation opportunities on certain public and private lands therein.
Also to actively promote and support WHS priorities and goals when interacting with the general public, media representatives, outdoor recreationists, managers and landowners within and outside the Department of Natural Resources.
POSITION DUTIES
To supervise and administer all aspects of WHS Regional Operations program in the Eastern Region, and to lead staff fulfillment of regulatory responsibilities, conducting work projects designed to achieve objectives set for the Unit, and to achieve the goals of DNR. The responsibilities include supervision of staffing, preparation and management of budgets, administration of procurement, maintenance of capital improvements, oversight of habitat / land management /wildlife technical assistance, and extensive portfolios of land and equipment.
This position is responsible for the supervision of staff, and the coordination of multiple activities of rapidly changing priorities over a large geographic area. Supervise, coordinate, and evaluate all responsibilities delegated to regional Wildlife Response and Land Management programs by providing written and verbal instructions, on-site supervision and follow-upas necessary. Provides input to WHS leadership on legislation, regulations, policies, administrative decisions, and Federal grant administration.
Monitors regional readiness / response to wildlife emergencies, ensuring regional staff are properly trained, equipped, and educated on pertinent policies and procedures. Includes managing situations requiring the control / confiscation of illegally held wildlife or otherwise considered harmful.
Supervises regional land management activities implemented by staff on extensive diversity of Wildlife Management Areas (WMA’s), including habitat conservation initiatives, facilities / grounds maintenance, and recreational access for wildlife-dependent activities on WMA’s and other lands.
Coordinates Regional Operations program staff participation on research / monitoring / management projects in cooperation with other WHS / DNR / Federal partner agency programs requiring additional staffing to complete surveys, inventories, data collection, and specimen collection efforts.
Is responsible for all administrative operations of the WHS Eastern Regional Operations program, implementing and ensuring adherence to all budget, procurement, human resources, inventory, land /property management, and vehicle use policies, procedures, and monitoring.
MINIMUM QUALIFICATIONS
Experience: Four years of professional experience conducting research and analysis in the fields of biology, biochemistry, environmental science, natural science, natural resources management, botany, marine biology, marine ecology, physical oceanography, ichthyology, fisheries management, wildlife management or zoology and six years of experience in performing professional biological work in the field of natural resources management.

Candidates may substitute the possession of a Bachelor’s degree in biology, environmental aquaculture, natural science, natural resources management, botany, marine biology, marine ecology or physical oceanography, ichthyology, fisheries management, wildlife management, zoology, or a natural resources management related field of study from an accredited college or university and six years of experience in performing professional biological work in the field of natural resources management for the required experience.
2. Candidates may substitute graduate education beyond a Bachelor’s degree from an accredited college or university in a natural resources related field of study as described above at the rate of 15 graduate credit hours for one year of experience for up to two years of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the natural resources management and biological sciences classifications or natural resources management and biological sciences specialty codes in the wildlife biology field of work on a year-for-year basis for the required experience.
2. Candidates may substitute graduate education beyond a Bachelor’s degree from an accredited college or university in a natural resources related field of study as described above at the rate of 15 graduate credit hours for one year of experience for up to two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS
- Four years of professional experience must include the supervision of employees performing technical biological work in the field of natural resources management.
- Four years of professional experience must include cooperatively working with allied agencies to promote shared land management, habitat enhancement, and conservation planning in a governmental setting.
- Two years of professional experience must include receiving and resolving inquiries from the general public on a variety of sensitive topics requiring the ability to interpret, apply, and convey the policies, regulations, and operational protocols in a governmental setting.
- Due to the nature of this position, the incumbent may be required to respond to emergency calls outside of standard operating hours. To best serve DNR’s internal and external customers, a preferred candidate would relocate to live within an appropriate 25-mile radius of their assigned office.
