Main Purpose of Job
The Program Manager of Quality Assurance oversees all aspects of audit functions, compliance, reporting, corrective actions, and quality improvement for DHS’ Social Services Administration programs and operations. Responsibilities cover a wide range including 24 Local Departments of Social Services and headquarters’ Operational Divisions, ensuring compliance with various federal and state legislations.
As the QA Manager within SSA, the incumbent analyzes audit findings, coordinates responses, develops Corrective Action Plans (CAPs), and monitors audit compliance for external audits. Managing SSA's response to audit findings and CAPs is crucial for maintaining federal funding for foster care and preventive services. The role involves working with SSA leadership and Local Departments of Social Services to analyze risks, develop strategies, and improve audit compliance for responsible fiscal management.
POSITION DUTIES
- Analyze audit findings, coordinate the agency’s responses, develop Corrective Action Plans (CAPs) and monitor audit compliance for external audits.
- Manages relevant staff and QA analysts to create an audit schedule and implementation plan.
- Manages the development of Corrective Action Plans (CAPs) in collaboration with affected units, Director of Quality, Policy and Performance Management, and SSA Leadership.
- Provides oversight for the continuous quality improvement reviews of SSA programs at the 24 Local Departments of Social Services as well as DHS Headquarters.
- Develops an annual report detailing audit findings, ongoing efforts to address non-compliance, and observed best practices.
MINIMUM QUALIFICATIONS
Education: A bachelor's degree from an accredited college or university in Social Work, Business, Business Administration, Public Administration, or closely related field.
Experience: Three years of experience providing child welfare or adult services to vulnerable children, individuals, or families, and/or monitoring adherence to regulatory and statutory mandates at a government agency.
Note: Candidates may substitute a Master's degree from an accredited college or university for one year of general experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
- One year experience in the development and implementation of corrective actions related to audits and/or accreditation review.
- One year of supervisory experience in a child welfare or adult services program, or in an audit or accounting capacity.
- One year experience in a position that involves public speaking in both large and small settings requiring the development of presentations, training materials, and reports.
- One year of experience using office software applications such as Microsoft Office Suite (PowerPoint, Word, and Excel), Google Workspace (Gmail, Sheets, Docs, Slides, Meet, and Calendar), and Smartsheet.
