About DTMB:
The Department of Technology, Management and Budget (DTMB) supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems.
About The Position
The Department Analyst will function as a recognized resource for MPSCS specializing as the Business Unit Process Improvement Resource over all the business processes within the agency. This individual will interact with internal and external teams as needed to develop and maintain program efficiencies, lifecycle remediation analysis, and other activities to support the effectiveness of the MPSCS. This position carries out a wide range of professional research and analysis assignments to support the MPSCS and its mission. This position independently tracts and analyzes ongoing MPSCS budget, revenue and expenditures to facilitate planning with MPSCS executives and acts as the MPSCS budget liaison.
This position is the main conduit to DTMB/MPSCS procurement contracts and renewals.
This position facilitates statewide public safety work groups such as the Communications Unit Work Group (COMU WG) and Fire Paging Work Group which operate under the Michigan’s Public Safety Communications Interoperability Board. This position works directly with State agencies to coordinate projects and work activities through clear and concise communications. This position leads development of MPSCS policy and procedures in accordance with MPSCS strategy This position analyzes ongoing program operations and recommends improvements to MPSCS managers and supervisors to achieve greater efficiency and effectiveness. This position is responsible for developing, evaluating, and presenting written and verbal reports relating to process improvement for the MPSCS system new users, and planning activities. Will design and develop repeatable reporting measures for a variety of internal and external data tracking. They will coordinate workflow through the business unit and assign tasks as needed with the unit. They will manage audits and assign tasks related to findings to subject matter experts across the MPSCS.

Required Education And Experience
Education
Possession of a bachelor's degree in any major.
Experience
Three years of professional experience, including one year of experience equivalent to the experienced (P11) level in state service.
Alternate Education And Experience
Departmental Analyst 12
Educational level typically acquired through completion of high school and the equivalent of at least two years of full-time active-duty experience at or above the E-6 level in the uniformed services may be substituted for the education requirement.

- Knowledge of the tools of management, such as methods development, cost analysis, procedural manuals, training materials, operating controls, records and reports, and studies applicable in evaluating programs or services.
- Knowledge of the principles and methods of research, statistics, operational analysis, cost analysis, and finance of public and private programs.
- Knowledge of the legislative process and governmental organization and structure.
- Ability to analyze, synthesize, and evaluate a variety of data for use in program development and analysis. Ability to prepare requests for proposals and program agreements. Ability to formulate plans, procedures, and controls in a program or service area.
- Ability to research and determine the appropriate course of action and to take the required action. Ability to prepare verbal and written reports.
- Excellent oral and written communications skills to effectively provide a professional level of service to all stakeholders.
