What are the responsibilities and job description for the Departmental Specialist 13 - Inpatient Hospital and Coordination of Benefits Specialist position at State of Michigan?
This position is considered the specialist for the Michigan Medicaid Inpatient Hospital coverage and Coordination of Benefits (COB) policy, as well as the General Information for Providers chapter and beneficiary cost sharing. This position establishes authoritative direction for all aspects of Inpatient Hospital coverage, COB policy and the General Information for Providers chapter and beneficiary cost sharing by developing and implementing relevant State Plan pages, Provider Manual pages, and associated provider and beneficiary publications. These documents define program content, requirements, policies and procedures. This position is the designated specialist and implements policy coverage for Inpatient Hospital, COB and the General Information for Providers chapter and beneficiary cost sharing issues. This position performs complex policy research and analysis for the Medicaid program and represents the Department at meetings, conferences, etc. on these issues. This position also serves as lead for workgroups responsible for addressing Inpatient Services coverage, reimbursement, and billing issues; serves as liaison with the Inpatient covered services provider community; provides expert consultation to operational areas of the Department on Medicaid Inpatient Hospital coverage, COB related policy and the General Information for Providers chapter and beneficiary cost sharing issues. Finally, this position is considered the lead for the Medicaid Advisory Committee (MAC). This position serves as a key resource to the MAC, providing analytical assistance, research, and strategic support to ensure effective oversight and informed decision-making related to Medicaid policies and programs.

Education
Possession of a bachelor’s degree in any major
A bachelor degree in a health care or health policy related field preferred.
Experience
Departmental Specialist 13
Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level.

The physical location of this position is 400 S. Pine Street, with remote options available. Based on operational needs and within established limits, remote work and alternate or hybrid work schedule requests for this position may be considered.
Selected candidates who have been approved to work remotely or a hybrid schedule must complete that work within Michigan. Candidates should confirm work location and schedule at the time of interview.
Employees will be provided computers to perform state work. Phones may also be provided for necessary communications. If working remotely, employees will be responsible for providing other components of a remote office at their own expense, including:
- A secure work location that allows privacy and prevents distractions.
- A high-speed internet connection of at least 25 Mbps download and 5 Mbps upload.
- Suitable lighting, furniture, and utilities.
