This position has the ability to be a hybrid position for up to 50% of the pay period. The selected candidate is expected to work a minimum of the first two weeks in the office to assist in learning the position.

This position manages Program Analysts within the Project Management Unit supporting all programs areas of the MDOC. The Project Manager will oversee the Project Analysts as they facilitate the development, communication and implementation of project plans as assigned. The scope of the assigned projects will include initiatives from every aspect of the Department from onboarding new contractual vendors to implementing new policies and manuals. The Project Manager will manage work priorities for the Project Management Unit, assist in the allocation of resources and other means of facilitation by the Project Analysts. Project Analysts accomplish facilitation by identifying and defining program area practices, in addition to collecting and organizing relevant data required for the project. This is accomplished by scheduling and leading stakeholders effected by the project to include those within and outside of the Department as appropriate. Oversight by the Project Manager of the facilitation will ensure that project plans include a comprehensive communication strategy, timelines, and milestones to keep projects on track and ensure the success of each project. Each project plan shall also ensure that program area requirements of the project are met while ensuring compliance with MDOC Policy and procedure along with any applicable laws or other regulatory requirements. The Project Manager will ensure the Project Analysts provide the deliverables to the program areas as well as assistance in the development of a monitoring plan in collaboration with the assigned Contract Monitoring Team to ensure the successful transition of the project to appropriate stakeholders, including the MDOC’s monitoring unit. Once the transition is complete and the deliverables are operational then the Project Analyst will ensure that all project documentation is complete, with any lessons learned being debriefed with stakeholders and the Project Management Unit Manager. The Project Manager will continue to assess, monitor, and report on staff training and performance. This information will be used to identify training to continuously develop and improve staff skillsets.

Required Education And Experience

Education

Possession of a bachelor's degree in any major.

Experience

Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level.

Alternate Education And Experience

Education level typically acquired through completion of high school and two years of safety and regulatory or law enforcement experience at the 14 level; or, one year of safety and regulatory or law enforcement experience at the 15 level, may be substituted for the education and experience requirements.

Additional Requirements And Information

New hires to the MDOC along with previous MDOC employees that are returning after being away from the department for more than two years will complete Non-Custody New Employee Training (NCNET) either 40 hours or 80 hours of initial in-person training based on their level of offender contact and job classification. All new employees will complete additional online training to successfully complete their non-custody new employee training.
