Job Summary
- Telework is available for employees residing in a bordering county to the state of Minnesota. Generally, employees may telework up to 50% of their scheduled workdays each month from their assigned permanent/principal work location, subject to approval. Furthermore, employees living 75 miles or more from their principal work location may receive an exception to this 50% telework rule based on business needs.
**Flexible work hours may be permitted with supervisor approval.
As the Assistant Commissioner for Aging and Disability Services Administration (ADSA), you will support the Commissioner of Human Services in the overall administrative and operational responsibilities of a cabinet level state department. This includes providing executive leadership direction to ADSA overseeing Continuing Care for Older Adults and Disability Services so that public policy is developed, priorities are established, and programs are implemented in an integrated manner throughout the state.
Domain of position responsibilities include:
- Participate in DHS management as a member of the Commissioner’s Executive Management Team to develop policies and strategic initiatives to implement quality DHS programs are developed and resource allocations are made in a manner that fulfills the mission of the Department.
- Provide managerial and administrative direction to the Aging and Disability Services Administration, overseeing the following divisions: Continuing Care for Older Adults (CCOA); Disability Services; Transitions, Tribal, and Transformation Division (TTT); Grants, Equity Access and Research (GEAR); HIV Supports; and Deaf, Deafblind, Hard of Hearing Services (DDHHS); and Fiscal Analysis and Results Management (FARM). Oversee Division Directors and other staff to ensure efficiency of operations and effective use of fiscal and human resources.
- Counsel and advise the Commissioner on aging and disability services issues and support executive decisions that are aligned with DHS goals and objectives.
- Lead the measurement, tracking, and reporting of the administration’s progress on equity-related goals.
Qualifications
Minimum Qualifications

Managerial experience that includes five (5) years of managing an Aging and/or Disability Services program for a human services organization that includes administrative and/or operational responsibilities.
- Must be a mission-driven experienced leader who can embrace the vision and values of DHS, with proven experience as a progressive leader.

This position requires a high level of managerial and human relations skills and abilities including:
- Demonstrated leadership, managerial, organizational and interpersonal skills.
- Human relation skills sufficient to build networks of colleagues throughout the public sector; to effectively persuade; to deal effectively with complex and oftentimes, competing relationships and agendas; to build relationships with key partners, including tribes, counties, community organizations, and service providers; and to understand, develop, motivate, collaborate with, and lead others.
- Experience working with diverse communities and a strong and clear commitment to equity and anti-racism.
- Negotiation and conflict resolution skills sufficient to resolve differences and to influence the endorsement, acceptance and prioritization of agency positions and policies.
- Communication skills sufficient to mobilize action to achieve organizational goals, coach and advise other program staff, facilitate meetings, make presentations, negotiate disputes, testify before the legislature, and represent the Department with external stakeholders.
- Possess technical expert knowledge sufficient to plan, organize, direct, implement and explain complex programs and practices. This includes broad knowledge of human services and aging and disability services issues, delivery systems, funding mechanisms, budgets, roles and authorities of federal, state and local government.
- Possess thorough knowledge of the theory and practice of public and business administration and the practical uses of strategic planning.
- Have leadership and delegation skills to effect desired changes within the organization. Good human relations and supervisory skills are also essential to this position.
