Job Summary

** The Minnesota Department of Transportation does not sponsor applicants for work visas or Optional Practical Training Extensions for STEM Students. Individuals must be legally authorized to work in the US at the start of employment.

This posting is a multi-level posting for openings with our Duluth Construction team. If this position is not filled by qualified applicants at the Transportation Generalist Senior level, the position will be filled at the Transportation Generalist level.

Examples of work for this specific vacancy at the Transportation Generalist level include but are not limited to:

Contract Administration

  • Obtains representative samples of bituminous, concrete, aggregate, grading and base materials and performs construction materials acceptance tests (such as gradations, density, air, beam, cylinder and slump) in the field as required to ensure quality of materials.
  • Performs and implements material testing processes so that test failures are corrected.
  • Reads and interprets plans and specifications to ensure contractor compliance.
  • Checks the dimensions and tolerances of constructed roadway features to ensure conformance to plans and specifications.
  • Measures, computes and documents pay items to ensure proper payment for work done under the contract.
  • Monitors the work of contractor personnel to ensure compliance with established processes, practices, and specifications.
  • Assists the Plant Monitor to ensure materials meet specifications and requirements.
  • Assists in developing and designing elements for construction plans to ensure MnDOT, AASHTO, and FHWA standards are met.

Examples of work for this specific vacancy at the Transportation Generalist Senior level include but are not limited to:

Contract Administration

  • Assists the Chief Inspector on a significant portion of complex projects by completing complex inspection activities to ensure successful completion of projects.
  • Serves as the Chief Inspector on less complex construction projects to ensure successful completion of projects.
  • Performs and/or directs frequent/routine field testing of construction materials (for example. grading and base, bituminous, and concrete), analyzes test results, and verifies material quality and determines if construction materials meet MnDOT specifications.
  • Performs construction inspections and verifies the dimensions and tolerances of constructed roadway features to ensure conformance to plans and specifications.
  • Performs required complex inspection activities of grading and base or bridge projects, and bituminous and concrete paving operations to ensure successful completion of projects.
  • Performs routine documentation to record location, quantity and quality of contract work and also completes required reports and administrative documentation (such as pay items, force account summaries, test reports, diaries, contract final process documents, etc.) within MnDOT requirements from letting to finalization to ensure records of work and materials used are accurate and timely.
  • Assists with final reviews on construction projects to ensure work has been in all things completed to the satisfaction of the Department.
  • Assists in developing and designing elements for construction plans to ensure MnDOT, AASHTO, and FHWA standards are met.

Snow and Ice

  • Maintains roadways for snow and ice control
  • Prepares and inspects winter equipment
  • Performs preseason snow route inspection and performs post storm cleanup
  • Performs winter stockpile setup and transfer of anti-icing and de-icing chemicals
  • Performs all work related to installing, repairing, maintaining, and removing snow fences, replacing mailboxes.
  • Maintains documentation on snow and ice data for accurate reporting of inventory and resource management
  • Performs traffic control set-ups and/or provides notification to dispatch of disabled vehicles

NOTE: The incumbent will be subject to drug and alcohol testing. New employees must pass a pre-placement drug test for evidence of use of marijuana, cocaine, opiates, phencyclidine (PCP) and amphetamines (MDMA, MDA and MDEA) and acetylmorphine (6-AM).

The incumbent is required to be immediately accessible to a phone and be able to report to work within one (1) hour of being called.

Qualifications

Minimum Qualifications

Exam Part 1:

The level of experience to perform this job at the Transportation Generalist (TG) level can be achieved with:

  • A combination of one year of experience in any of the following areas: contract administration (roadway and/or bridge construction), bridge maintenance, bridge safety inspection, design, hydraulics, materials, soils, permits, planning, pre-design, right of way, road surface/roadside maintenance, snow/ice, surveys, and/or traffic engineering. Credit will also be awarded for professional residential or commercial building construction.

OR

  • A Two year Civil or Construction Technology Degree or the following four year degrees: Architectural, Civil or Mechanical Engineering; Land Surveying / Geomatics; or equivalent may substitute for one year of experience. (In order for education coursework to be considered in lieu of work experience you must submit a copy of your transcripts).
  • Working knowledge of English sufficient to read, write, speak and understand oral and written information; communicate with employees and the general public in-person or via two-way radio and other electronic devices; and to maintain routine written logs and simple records.

Certification(s) at the TG level: Must have ability to obtain all required certifications within 12 months from date of hire):

  • Aggregate Production Tester; Grading and Base Tester; Concrete Field Tester; Bituminous Street Inspector; Construction Site Management; ADA Construction Certification

The level of experience to perform this job at the Transportation Generalist Senior (TGS) level can be achieved with:

  • Two years of experience performing contract administration (roadway and/or bridge construction) activities or related activities;

OR

  • A combination of one year of experience in any of the following areas may substitute for one year of performing contract administration (roadway and/or bridge construction) activities: bridge maintenance, bridge safety inspection, contract administration (roadway and/or bridge construction), design, hydraulics, materials, soils, permits, planning, predesign, right of way, road surface/roadside maintenance, signs, surveys, snow/ice, and/or traffic engineering.
  • Note: A Two year Civil or Construction Technology Degree or the following four year degrees: Architectural, Civil or Mechanical Engineering; Land Surveying / Geomatics; or equivalent may substitute for one year of experience. (In order for education coursework to be considered in lieu of work experience you must submit a copy of your transcripts).

For both Transportation Generalist and Transportation Generalist Senior levels:

Licenses:

  • Have and maintain a valid Class B Commercial Driver’s License with tanker endorsement and no air brake restriction (or the ability to obtain within 6 months from dates of hire).

Exam Part 2:

Candidates that are made a contingent job offer will be invited to take a computerized Math and Reading Assessment Test. The required passing score for the Math portion is a level 5 or higher and the Reading portion is a level 5 or higher. (Acceptance of the offer is contingent on passing a math and reading assessment test.) If you’ve previously taken and passed the math and reading assessments, you may be exempt from retesting. Please check with your district HR office.

Preferred Qualifications

  • Previous MnDOT experience working as a Laborer, Student Worker, Transportation Associate or Transportation Generalist.

Physical Requirements

A pre-placement physical examination is required for this position. Current employees who have successfully bid or are moving into specific job classifications will be required to complete the pre-employment physical exam. The scope of the physical exam will be limited to whether the employee can safely and effectively perform the essential functions of the job, with or without reasonable accommodation, in compliance with state and federal law.
