To help us achieve this goal, we are looking for a Deputy Chief Financial Officer who has a strong will to drive innovation, the ability to lead varying teams to accomplish strategic goals and objectives, able to ask hard questions to find and implement solutions and maintain an environment of respect and continuous improvement.This position acts for the CFO in resolving most internal matters within the department where financial matters are concerned, keeping the CFO advised daily on such actions. The incumbent functions in an acting capacity in the absence of the CFO, technically responsible for the full range of fiscal activities including accounts payable, incarcerated person trust accounts, staff payroll, procurement, health services finance, and MINNCOR Industries, acting on self-initiative in recognizing problem areas or issues. The Deputy CFO actively participates with the CFO and other management officials in formulating major operating policies and plans for use across the agency.Qualifications Application Requirements All applicants are required to attach a resume AND a cover letter highlighting your experience as it relates to the qualifications below.Minimum Qualifications Five (5) years of progressive finance or accounting experience including development of finance policy, budgets, and / or funding strategies. A Bachelors degree in Accounting, Business Administration, Economics, Finance, Public Policy or related field may substitute for one year of experience, a Masters degree in one of the above areas may substitute for 18 months.Demonstrated leadership experience, which may include experience as a supervisor, lead worker, team lead, project lead, or completion of a State of Minnesota leadership program (e.g., ELI or SLI).Demonstrated experience with results and change management.Preferred Qualifications The following qualifications are strongly desired of applicants seeking consideration for this position : An advanced degree in accounting, business administration, finance, public administration, or related.Knowledge of laws, rules, and regulations governing state and federal budgeting, financial management, accounting, procurement and contracting.Experience with statewide enterprise systems, such as Statewide Integrated Financial Tools (SWIFT), Statewide Employee Management (SEMA4), and / or other reporting tools.Experience with the Annual Consolidated Financial Report (ACFR) process.A relevant professional certification (e.g. CGFM, CPA, CPFO, etc.).Physical Requirements This position may require tuberculosis screening.
