Job Summary

The Essential Community Supports Policy and Home and Community Based Services (HCBS) Communications specialist will develop and support the provision of home and community-based services to older adults who are eligible for Essential Community Supports (ECS). Responsibilities include

  • Administer the Essential Community Supports (ECS) program by providing policy expertise and integrated understanding of regulations for the ECS program.
  • Work with other DHS divisions and initiatives engaged in planning, developing, and implementing related projects
  • Develop impact statements, recommend policy directions, advise management in program policy formulation, and manage legislative activities related to both internal and external proposals
  • Coordinate the unit’s communications, policy documentation and information architecture efforts

This position is located in the Aging and Adult Services division and works on a policy team that manages publicly funded home and community-based services for older adults.

Qualifications

Minimum Qualifications

1 year professional experience in verbal and written communications OR 3 years advanced technical or paraprofessional experience

OR

Bachelor’s degree in Human Services, Public Policy, Public Health or related field and 2 years of advanced technical or paraprofessional experience

OR

Master’s degree in Human Services, Public Policy, Public Health or related field

Experience must demonstrate:

  • Home and community-based long-term services and supports (LTSS) for older adults in Minnesota with various funding sources including Older Americans Act funds, Medical Assistance (MA) and Medicare
  • Computer skills, including proficiency with SharePoint, OneNote, Microsoft Dynamics CRM, and other related systems
  • Technical writing skills to prepare complex documents, including legislation, technical reports, and policy manuals

Preferred Qualifications

  • Provide clear direction and support (verbal and written) to lead agency staff to support policy implementation
  • Develop and maintain standard operating procedures related to communications and material management.
  • Analyze information needs and initiate comprehensive data collection systems
  • Variety of experiences working effectively with others from different backgrounds and/or cultures
