Job Summary

The Public Utilities Commission (PUC) is currently seeking a Human Resources Generalist - Human Resources Specialist 1 to administer HR functions including transactions, job classification and compensation, leave management, new employee orientation, benefits assistance, and recruitment.

This position is located in St. Paul and is a hybrid work environment. Employees are required to work two (2) days in-office per week/three (3) days telework and required to sign a telework agreement.

Job duties include:

  • Processing SEMA4 transactions accurately and timely in accordance with enterprise expectations and state statutes
  • Recruitment including reviewing applications, auditing jobs, and determining compensation
  • Running weekly, monthly, quarterly, and biannual reports for the human resources department and ad hoc reports for division managers
  • Enrolling employees in required training and monitoring completion for the agency
  • Maintaining and managing accurate employee personnel files, leave of absence cases, spreadsheets, and other data
  • Providing thorough and welcoming orientation, benefits information, and retirement assistance to employees
  • Various human resources projects such as administering student loan reimbursement program, service awards, performance review process, and participating as an active member of the DEI Committee.
  • Assist HR Supervisor with Labor Relations duties as assigned

Qualifications

Minimum Qualifications

To facilitate proper years of service crediting, please ensure your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.

  • Two (2) years paraprofessional/technical human resources experience which includes performing transactions in HRIS, performing recruitment or leave management activities, and/or interpreting state and federal employment laws or union contracts.
  • Experience with HRIS software.
  • Analytical skills sufficient to determine job classification, review and recommend appropriate selection/assessment processes, and interpret collective bargaining agreements and plans, policies, rules, and administrative procedures.
  • Computer skills including experience with word processing, databases, and spreadsheets.
  • Written communications skills sufficient to compose thorough and in-depth job classification audit decisions and other documents.
  • Communication skills sufficient to explain HR policies, procedures, bargaining unit agreements and plans, and sensitive, controversial, and confidential processes and decisions to employees and management staff in a clear and concise manner.

A degree in in human resources, business administration, or closely related field will substitute for professional experience, as follows:

Doctorate degree = 2 years of experience

Master's degree = 18 months of experience

Bachelor's degree = 12 months of experience

Associate’s degree = 6 months of experience

Preferred Qualifications

  • Bachelor's degree in human resources or closely related field.
  • SHRM-CP or SHRM-SCP certification or demonstrated ongoing professional HR development.
  • Knowledge of the State of Minnesota job classification system and processes.
  • Job audit, job classification, or job analysis experience.
  • Knowledge of federal and state employment and labor laws (i.e. EEO/AA, FLSA, etc.)
  • Experience interpreting and applying collective bargaining unit contracts and plans.
  • Knowledge and experience with SEMA4 and/or Recruiting Solutions, or other HRIS/Recruitment software.
  • Experience with administering FMLA and other leaves of absences.
  • State or public sector human resources experience with hiring and selection.
  • Experience working with people of diverse backgrounds and marginalized communities.
