Job Summary
The Case Review and Systems Specialist for the Office for Missing and Murdered Black Women and Girls (OMMBWG) plays a pivotal role in addressing systemic inequities and ensuring justice for Black women and girls impacted by violence. Under the administrative direction of the OMMBWG Director, this position is responsible for reviewing active, cold, and resolved cases involving missing and murdered Black women and girls. The specialist identifies systemic gaps, develops strategies to address disparities, and collaborates with diverse stakeholders, including Black communities, law enforcement agencies, and advocacy organizations.

Minimum Qualifications

- Three* (3) years of experience collecting, analyzing, and managing data in criminal and juvenile justice, public health, public policy, social science, social work/human services, victim services, or related area.
- Experience developing educational material and programs for community awareness, conducting trainings and research.
- Experience working with violent crime victims and their families using a trauma-informed, culturally competent, and equity-focused approach.
- Experience addressing systems change, including analyzing and recommending improvements to policies, practices, and protocols that perpetuate disparities for Black women and girls.
- Experience in criminal investigation practices, evidence handling, and case review techniques.
- Ability to work cooperatively with individuals from diverse backgrounds and underserved communities; particularly Black and African communities in Minnesota
Applicants who meet the above qualifications will be further evaluated on:
- Proficiency in criminal investigation practices, evidence handling, and case review techniques.
- Demonstrated knowledge of the systemic causes, oppressions, and disparities impacting Missing and Murdered Black Women and Girls (MMBWG), including historical trauma and systemic inequities.
- Organization and time management skills to complete case review tasks across multiple projects with competing deadlines, and ability to pivot when priorities shift.
- Ability to communicate findings to a variety of audiences in a clear and concise manner (e.g., through technical reports, visuals, policy briefs, presentations).
- Strong written and oral communication skills for diverse audiences, including government entities, community organizations, and victim families.
- A completed degree from an accredited program (e.g., data science, public health, public policy, criminology/criminal justice, social work/human services, or social science) may substitute the following:
Bachelor’s: one (1) year of work experience.
Master’s: two (2) years of work experience.
PhD: three (3) years of work experience.
Preferred Qualifications
- Substantial experience collaborating with federal, state, and local law enforcement agencies, community-based organizations, and other key stakeholders to address systemic inequities.
- Previous law enforcement or case review experience, particularly with cases involving disparities affecting Black women and girls.
- Knowledge of strategic planning and implementation of recommendations to drive systemic and policy change.
- Demonstrated experience researching and addressing structural oppression, inequities, and their impact on Black women and girls in the justice system.
- Familiarity with Minnesota’s criminal justice systems and existing policies related to missing persons, violent crimes, and racial disparities.
- Experience securing grants or other funding to support initiatives addressing violence or systemic inequities.
Physical Requirements
Requires occasionally moving and transporting such articles as file folders and small tools. May need to maintain a stationary position for long periods of time while carrying out job duties.
