This new cabinet-level agency brings together programs centered on children and families, including childcare and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.
Job Summary

The Provider Support Specialist works with the Child Care Assistance Program (CCAP) to implement strategic plan alignment and daily ongoing functions for the Centralized Provider Registration Unit. Responsibilities include:
- Determine whether providers registering, renewing registration, or updating registration for CCAP meet all program requirements in accordance with local, state, and federal policies, rules, and laws.
- Interpret and analyze information submitted by providers to identify and quickly potential fraud or program compliance issues to prevent program waste and abuse.
- Provide technical assistance, support, and outreach to child care providers to ensure understanding of provider requirements and streamline administrative procedures necessary to receive CCAP payments.
- Identify, develop, and implement effective resources and training tools for child care providers and advise on legislative and policy changes recommended.
- Develop relationships with partners statewide to remain informed on changes within the child care market and advise on, develop, and design statewide system changes and improvements to CCAP provider management processes.
- Work collaboratively across diverse and varied constituencies to develop and propose innovative solutions and understand and monitor changing conditions in the child care market and policy spheres.
Qualifications
Minimum Qualifications

Three (3) years of professional experience working in a child care-related or public assistance-related setting providing customer-facing services, utilizing technology systems, and coordinating with a team to ensure work is completed efficiently and according to workplace standards. Experience must include:
- Experience using technology, data, and/or eligibility systems used in public assistance and/or child care programs (preferably MEC², MEC² PRO, MAXIS, Develop, or the Provider Hub).
- Knowledge of state government policies, procedures, processes, laws, and rules related to child care including:
- Child Care Assistance Program or related program policy, systems, and/or utilization.
- Child care provider operations, business practices, market needs, safety and learning standards, credentials, and/or accreditations.
- Experience working effectively and culturally competently with others from different backgrounds and cultures.
- Experience providing exceptional customer service and communication in all interactions whether in-person, virtual, via telephone or thru email.
- Experience working collaboratively on a team by contributing to shared duties and developing necessary subject matter expertise.
- Ability to understand, navigate, utilize, and adapt to new technology and systems.
- A Bachelor’s degree in related field may substitute for 1 year of experience.
Preferred Qualifications
- Experience developing and following written processes and procedures to resolve complex policy issues including developing, analyzing, and implementing legislation and program policies; interpreting policy; and monitoring compliance with state and federal rules and law.
- Knowledge of relevant barriers child care providers experience navigating state level systems.
- Experience in community engagement, outreach, training, and/or professional development.
- Fluency in Somali, Spanish, or Hmong language.
- Variety of experiences working effectively with others from different backgrounds and cultures.
