Job Summary

As a Training Specialist with Homeland Security and Emergency Management (HSEM), you'll be delivering trainings to Emergency Managers, First Responders, and other professionals throughout the State of Minnesota to prepare for, respond to, and recover from emergencies and disasters. You'll also be working with many partner organizations, such as FEMA, to identify course requests, curriculum changes, and conduct needs assessments. Come join our team, today!
This position exists to develop, design, conduct, and evaluate training courses conducted by the State of Minnesota Homeland Security and Emergency Management's (HSEM) Training Program. The incumbent will work with the HSEM Training and Exercise Team to understand what the training needs are and augment existing instructor cadres or create new courses to meet those training needs.
Qualifications
Minimum Qualifications
Three (3) * years of demonstrated experience and working knowledge of:
- Teaching/instructing adult learners with an emphasis on emergency management and/or emergency response.
- Demonstrated ability in apply adult learning principles and techniques to a diverse audience necessary to impart knowledge systematically which may include discussion of theoretical concepts, practical application, and simulated exercises resulting in an integration of learning.
- Ability and skill to work constructively in stressful situations; seek feedback; solicits and explores diverse perspectives and opinions and responds to and prioritizes requests efficiently.
- Demonstrated ability to analyze, design, develop, implement, and evaluate course curriculum.
- Knowledge of planning and project management principals, techniques, and best practices.
- Effectively communicates though written, verbal and non-verbal methods to deliver presentations and/or communicate information in a clear and concise manner in a one-on-one or group settings.
- Ability to successfully complete the National Emergency Management Basic Academy (NEMBA) certificate program within two years of employment start date.
- A bachelor's degree may substitute for 12 months of experience, an associates' degree may substitute for six months of experience.
Preferred Qualifications
- Demonstrated ability to apply the ADDIE model to assess training needs and priorities.
- Exceptionally detail orientated.
- Demonstrated ability to receive and translate data, feedback, and other evaluations about training into actionable strategies and recommendations.
- Bachelor's degree in experiential education or emergency management.
- Successfully completed HSEM's Basic Emergency Management, Director/Practitioner or the National Emergency Management Basic Academy (NEMBA) certificate program.
Physical Requirements
Light: Requires occasionally moving and transporting such articles as file boxes and heavy hand tools or heavier materials with the help from others and moving and transporting light objects frequently. Even though the weights being moved and transported may be a negligible amount, a job in this category may require positioning self to move to a significant degree or may involve maintaining a stationary position for extended periods.
