Leading in research, development, analysis, and implementation of division policy, this position will be responsbile for identifying unmet division needs and devleoping policy options/action for the Division to consider. - Support executive leadership in oversight of division regulatory policy, and oversee policy development needs.
- Maintain a thorough knowledge of the rules, law, and work within the Division, including operations and relevant program subject matter.
- Apply specialized knowledge in evaluating existing regulatory policies, determining alignment with stated goals and objectives. Identify benefits, disadvantages, and omissions in existing policy frameworks. Ensure policies and policy amendments meet legal requirements.
- Provide substantive expertise and direction to further DHSS mission in the context of cannabis regulation. Identify unmet division needs and develop options/actions for consideration.
- Report on findings and propose new policies or initiatives. Draft new policies/plans and submit proposals for review. Edit and finalize new policies, amendments to policies, or new/amended plans as required.
- Conduct research and track policy developments on potential or enacted law and regulations in other states and at the federal level. Apply analysis to consider integration into division rules and policy.
- Monitor legislative developments, analyze potential impact of proposed legislation, and draft fiscal note responses.
- Work with division leadership, staff, and general counsel to create and develop proposed legislation or regulations in response to public policy opportunities and threats.
- Assist the DCR Director’s Office by anticipating and researching key opportunities and threats and providing recommended solutions.
- Lead design and implementation of law and regulatory policy initiatives for continued organizational development.
- Identify appropriate resources and develop project plans, timelines, and accountabilities for assignments. Manage project timelines and monitor outcomes.
- Facilitate the coordination and communication of projects with team members to ensure projects are on-task and issues are resolved as they arise to ensure project success.
- Identify opportunities for public and stakeholder engagement to address public policy challenges and participate in those efforts in collaboration with DCR Director and Public Outreach Director.
- Represent DCR at external meetings, workgroups, and committees in collaboration with DCR’s Public Outreach Director.
- Oversee CANNRA participation across the division, taking a lead role in CANNRA committees, coordinating staff involvement, and updating leadership on key developments pertinent to Missouri’s cannabis program.
- Perform other duties as assigned.
- A Bachelor’s degree in public policy, political science, economics, law, or closely related field from an accredited college or university and 4 -7 years of relevant experience (substitutions may be allowed)
- 2-3 years of experience in analyzing policy issues related to complex subject matter.
- Ability to determine policy needs and to identify and recommend solutions.
- Able to take initiative to research and analyze business information to develop recommendations.
- Ability to collaborate with internal and external stakeholders.
- Experience in preparing reports and presenting findings.
- Skill in leading team members, with or without direct supervisory relationships.
- Skill in project planning, methodology development, best practices, and implementation, including ability to plan, monitor, and complete complex projects from conception to implementation.
- A high level of initiative, critical thinking and problem solving skills in areas of responsibility.
- Excellent written and verbal communication.
- Above average skills in project data collection, analysis, tracking, and report development.
- Must be flexible and anticipate to execute changes quickly.
- Experienced user of Microsoft Office Suite
