Job Location: The Missouri Developmental Disabilities Council (MODDC) is guided by the charges outlined in the Developmental Disabilities and Bill of Rights Act (DD Act). The Council is to engage in, “advocacy, capacity building and system change activities individuals with developmental disabilities and their families are the primary decisionmakers.” Effective public policy engagement is crucial to ensuring that Missourians with I/DD and their families receive the support they need to live full lives.

Why you'll love this position: MODDC is hiring a Public Policy Coordinator to enhance the impact of the Council’s work. This position will report to the Director of Policy Advocacy. It will be 40 hours/week, primarily remote work There will be occasional in-person requirements in Central Missouri, primarily Jefferson City.

Public Policy Research and Analysis

  • Deeply analyze and research issues, policy proposals and legislative changes relevant to MODDC position statements and policy priorities at the direction of the Public Policy Director. Create summaries and briefings to educate and inform internal and external shareholders.
  • Monitor legislation, regulations and key political developments on local, state and federal levels.
  • Create education and outreach materials to advance MODDC policy advocacy efforts.
  • Create a plan for regular communication between shareholders and MODDC on policy efforts.
  • Collaborate with DPA on overall advocacy strategy and goals. Coordinate efforts to ensure that research is translated into actionable advocacy.
  • Implement strategy for shareholder engagement during and outside of Missouri legislative session.
  • Participate and/or lead coalitions to execute overall policy strategy.

Administrative Coordination

  • Manage and coordinate administrative activities of MODDC Policy Efforts. Including but not limited to bill tracking system, invoicing, expense reports, and scheduling.
  • Assist the Public Policy Director in executing advocacy strategies
  • Implement technical aspects of grassroots advocacy efforts including advocacy days, in-person events and virtual engagement opportunities.
  • Track and report on policy advocacy activities

Desired Skills

  • Attention to detail and ability to summarize and synthesize complicated, technical information.
  • Strong communication skills- both technical and in plain language.
  • Aptitude for evaluating and tracking policy in the MO Legislature.
  • Working knowledge of Missouri Legislative Process.
  • Adaptability and flexibility to meet the overall goals of MODDC policy efforts.
  • Familiarity with systems and programs that impact the I/DD community.
  • A passion for systems change for Missourians with I/DD and their families. The ability to channel this passion into a pragmatic and non-partisan approach to advance Council priorities.
