This position will be located at the Lewis and Clark State Office Building, 1101 Riverside Drive, Jefferson City, MO 65101.

You will be leading two units of dedicated professionals which include the Policy and Planning, and Loans and Grants Units within the Division of Energy. You will provide direction for the planning, development, and administration of programs to reduce energy consumption at the state and local levels, and to increase in-state electricity generation. This position offers the opportunity to collaborate with other state agencies, industry leaders and public stakeholders to advance efficient use of a variety of energy resources and achieve greater energy security for future generations of Missourians.

  • Provide leadership, support team members, and coordinate all operational activities for two units including hiring, training, planning, and assigning work, performance assessment (Engage), professional development, and coaching.
  • Provide oversight of work quality and compliance with regulations for the Energy Loan Program, the State Energy Program, and other efficiency and conservation initiatives.
  • Foster collaboration and innovation among team members and stakeholders associated with the State Energy program.
  • Communicate regularly and effectively with Division managers, federal partners, and energy stakeholders.
  • Review annual grant applications, budgets, and work plans to ensure grant requirements and conditions are met.
  • Monitor federal activities and issues and keep up to date on relevant topics of primary concern to the State Energy program.

Equivalent To Those Typically Gained By

  • Bachelor’s Degree from an accredited college or university in public administration, engineering, planning, project management, environmental sciences, or closely related fields.
  • 6 years of professional experience in program administration, regulatory oversite, the application of energy efficiency technologies or techniques, or in an energy-related field.
  • 3 years managerial experience.
  • Knowledge of or experience with Missouri’s energy landscape and state or national energy initiatives.

Training, certification, and/or education in continuous process improvement programs such as Lean Six Sigma as well as completion of Missouri Way, Leadership Academy, and similar programs is preferred.
