Job Description:
The Department of Health and Human Services, Behavioral Health Division, is seeking a dedicated Program Coordinator (C73260) to the Office of Consumer Affairs who is eager to champion the needs of Nebraskans. This role focuses on advocating for consumer-directed community outreach and enhancing delivery systems for Nebraska’s Certified Peer Support Specialist Network. The ideal candidate will demonstrate a commitment to addressing state consumer concerns and promoting essential services that support individuals with mental illness and substance use challenges.

Examples of Work:
  • Provides education, technical assistance and support to assist consumer organizations in organizing and to support these organizations in expanding consumer participation as a priority in state system advocacy initiatives.
  • Coordinates mental health and substance use awareness events.
  • Maintains a credentialing system for certified peers, including reviewing applications, auditing credentials, and completing disciplinary investigations.
  • Provides staff support, resource assistance, and reports to the State Behavioral Health Council and its subcommittees (State Advisory Committee on Substance Abuse Services, and State Advisory Committee on Mental Health Services).
  • Facilitates the role of substance abuse and mental health consumer advocates in the Mental Health Commitment process.
  • Services/Acts as a Systems Change Advocate representing behavioral health consumers within the Department.
  • Participates in public hearings on proposed policy revisions
  • Actively supports and expands Consumer involvement by increasing consumer advocacy and participation.
  • Serves on relative community organizations, committees, task forces, and advisory boards
  • Manages, audits, and processes payments for certified peer support services.
  • Manages, audits, and processes payments for contracted behavioral health services.
  • Provides training, technical assistance and networking to community leaders, organizations and cooperative projects.
  • Provides liaison between and confers with various federal and state authorities, policy review staff, and community leaders.
  • Reviews and prepares written and oral summaries on state and federal legislation.
  • Drafts legal contracts, evaluates proposals, negotiates contracts and recommends approval.
  • Responds to information requests from the public, federal and state agencies.
  • Provides technical assistance to communities on proposed projects, grant application procedures, program development, and evaluation criteria.

Requirements / Qualifications:
Minimum Qualifications: Bachelor’s degree in business or public administration, social/behavioral sciences, health sciences, public health, education, law or related field OR experience in the development of operational policies and procedures, performing quality assurance analysis/evaluation of programs; grant writing, contract management, or leading community-based health/social care groups. Related coursework, training, and/or education may substitute for the Bachelor’s degree on a year-for-year basis.
Other: Valid Driver's License.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of:
  • Human relations, facilitation techniques, government operating procedures, budgeting and financing, and Department of Health and Human Services programs.
  • The facilities, programs, organization, and operation of the Behavioral Health Services Division and the Behavioral Health Regions, other State agencies, and private industry related to substance abuse, and mental health programs.
  • State and federal laws regarding substance abuse, and mental health including confidentiality laws; Department of Health and Human Services rules and regulations, policies, and directives.
  • Ability to advocate on behalf of consumers of behavioral health services; Nebraska consumer issues; mental illness; and substance abuse.
