Job Description:
This position will report to the DHHS CIO and is the Senior Leader overseeing the Application teams that provide development, implementation, maintenance, and operational support for all computer applications in DHHS. This role ensures that the Information Technology (IT) systems are aligned with DHHS mission and goals, operate securely, and perform efficiently. Technologies include both in-house and vendor applications using Cloud, Web, Client Server and Mainframe systems.
This position will provide leadership and guidance to IT professionals teams that deliver business analysis, application development, maintenance, enhancements, production support and vendor management for all DHHS IT systems.
The successful candidate will need to possess skills in analytical thinking, coaching and developing staff, communicating with various technical skill levels as well as non-technical leadership, the ability to prioritize and plan work, as well as an ability to interpret and apply state and federal laws/standards as well as agency policies and procedures to all aspects of the information technology projects for DHHS.
Salary for this position begins $107,000. Anticipated starting range around $125,000 - $150,000 commensurate with education and experience, if approved.
Job Duties:
- Manage and direct all aspects of the development and operation support of computer applications for DHHS involving significantly sized IT work units.
- Contribute as a Senior Leader by developing and executing long-range strategic plans and roadmaps, schedules, and priorities to implement changes, enhancements and new technologies within the Application teams.
- Identification of emerging technologies and trends with recommendations to incorporate of new technologies to meet business needs
- Manage a team of IT Managers and Supervisors that support teams with approximately 150 to 200 staff.
- Oversee the implementations, enhancements and maintenance of all DHHS applications including N-FOCUS (DHHS Services Eligibility and Case Management), MMIS (Medicaid Management Information System, CHARTS (Child Support System) along with many others.
- Manage IT vendor relationships, monitor conformance to contracts, and ensure the proper support is provided.
- Oversee the work on large high priority projects impacting multiple teams for both existing systems and new systems.
- Prepares, monitors, and manages the Application technology budget and expenses.
- Performs personnel functions, including hiring, performance evaluation and disciplinary procedures.
- Oversee development and organization of employees training to ensure staff have proper combinations of technical skills.
- Allocate and/or reallocate resources such as staffing, equipment, space and budget as needed.
- Communicate and coordinate effectively with business partners within DHHS and other agencies regarding work and meeting DHHS needs.
- Attends meetings representing the department.
- Prepares formal written reports and correspondence. Attends and presents presentations to executive level staff.
Requirements / Qualifications:
Minimum Qualifications: Bachelor's degree or equivalent in computer science, information systems, mathematics, engineering or other related field, and two years of experience working with a broad range of technology discipline(s) (e.g., network, infrastructure, coding, systems, or database), and three years of experience managing activities of professional-level information technology Supervisors and staff. Experience can be substituted for the required education on a year-for-year basis, where two years of this experience will be as a project coordinator, team leader, or staff supervisor.
Preferred Qualifications: 5 years supervisory experience preferred. Experience managing large applications development teams. Experience working with Leadership Team to set and implement strategic products. Experience with Health and Human Services applications is a plus but not required.

Candidate must have strong technical, organization, and planning, problem-solving and decision-making skills.

- High level knowledge in agile software development and Delivery with focus on automation and delivery.
- High level knowledge of application and techniques of programming in a variety of computer languages.
- High level knowledge with Cloud Based Services (AWS, Azure, etc)
- High level knowledge of multiple infrastructure environments including Cloud and Mainframe development.
- High level knowledge of applicable standards, practices, and procedures regarding development, design, usability, maintenance, operations, including processed and industry best practices.
- Knowledge employee development through establishment of short and long term goals.
