Job Description:
This IT Manager position will manage and supervise subordinate IT Supervisors in the IT Applications teams. This position will direct multiple IT Supervisors that oversee the development of software applications. Teams include business analysts, technical analysts, and help desk staff that provide development and support for inhouse and vendor mainframe, web, client server, and cloud. Application teams work both agile and waterfall approaches.
As a leader, you will have both the accountability to grow and evolve the teams that deploy critical software systems and provide key decision-making information. You will also be responsible for maintaining and improving existing systems to ensure they meet the needs of the business and our clients, ensure the systems are operating securely, and perform efficiently.
The successful candidate will need to possess skills in analytical thinking, coaching and developing staff, communicating with various technical skill levels as well as non-technical leadership, the ability to prioritize and plan work, as well as an ability to interpret and apply state and federal laws/standards as well as agency policies and procedures to all aspects of the information technology projects for DHHS.
Salary for this position begins at $99,500. Anticipated range for this position is $100,000 - $120,000 commensurate with education and experience, if approved.
Pay Range: 47.919 - 71.880. Pay rate may be commensurate with education and/or experience within fiscal constraints, if approved.
Job Duties:
Duties include managing and directing all aspects of;
- Manage assigned Application teams involving development and operation support of DHHS critical application systems.
- Prioritize and oversee large IT projects helping to ensure projects are on time, controlling risks, and developing plans to mitigate them.
- Review and monitor work plans to accomplish the IT projects and Work Requests to include allocation of resources and tasks.
- Management of IT Supervisors and mentoring of IT staff; including all personnel functions including hiring, performance evaluation and disciplinary procedures.
- Implementation of new emerging technologies and trends to support business needs
- Assist in development and support strategic plans and roadmaps, schedules, and priorities for DHHS Applications.
- Manage the implementations, enhancements and maintenance of all DHHS applications including N-FOCUS (DHHS Services Eligibility and Case Management), MMIS (Medicaid Management Information System, CHARTS (Child Support System) along with many others.
- Assist in preparing and executing the area’s IT budget.
- Develops and implements policies, procedures, and standards for the Application teams
- Monitors work status, prepares status reports and takes corrective actions as necessary.
- Managing and overseeing IT vendor software/staffing products and relationships for DHHS.
- Ability to communicate and coordinate effectively with business units of DHHS and to other state agencies.
- Prepares and provides reporting to upper management on status, plans, risks of projects.
- Ensure organization and training of employees occur to provide proper combinations of technical skills.
Requirements / Qualifications:
Minimum Qualifications: A bachelor’s degree or equivalent in computer science, information systems, mathematics, engineering or other related field and two years of experience in related information technology discipline(s) (network infrastructure, coding, systems or database), and two years of experience supervising activities of professional level IT Staff; experience can be substituted for education on a year for year basis, two years of which should be as a project coordinator, leader, or supervisor.
Preferred Qualifications: Experience supervising large applications development teams. Experience working with Leadership Team to set and implement strategic products. Experience with Health and Human Services applications is a plus but not required.

Candidate must have strong technical, organization, and planning, problem-solving and decision-making skills.

- Knowledge in agile software development and Delivery with focus on automation and deliver.
- Knowledge of application and techniques of programming in a variety of computer languages.
- Knowledge with Cloud Based Services (AWS, Azure, etc)
- Knowledge of multiple infrastructure environments including Cloud and Mainframe development.
- Knowledge of applicable standards, practices, and procedures regarding development, design, usability, maintenance, operations, including processed and industry best practices.
- Knowledge of employee development through establishment of short and long term goals.
Skills:
- Skills in active listening; oral and written comprehension and expression.
