Why does the job exist?
The Administrative/Operations Manager II/Bureau Chief administers resources, operational activities and supervises at least two staff to ensure delivery of products and services to taxpayers in the Audit and Compliance Division. The position requires the determination of objective resource needs and allocates them within parameters set at the Division level.
How does it get done?
The Bureau Chief coordinates operations of collection and customer service teams utilizing administrative concepts to ensure taxpayers are in compliance with state tax laws under the tax administration act by initiating collection activities, resolving tax issues and performing compliance activities to ensure that taxpayers are paying their fair share. This position must ensure legislative mandates and performance measures are met, and that the Division and Department goals are met. The position assignments also include ensuring that the specific tax program goals are met by ensuring professional customer service and the promotion of consistent, positive, fair and equitable treatment of taxpayers and employees. The position requires the promotion of a positive working environment by demonstrating effective teamwork and communications with other bureau chiefs to facilitate effective leadership, teamwork and communication by working with and through supervisors to ensure revenue agents, and supervisors have the resources required to perform job assignments. The position requires the identification of process improvements in a team setting including the implementation of innovative and technologically advanced solutions to improve the efficiency, quality and sustainability of operational functions.

Minimum Qualification
A Bachelor's degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include management, supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Must be current with all tax reporting/payment. Employment is subject to post offer pre-employment criminal background check to include fingerprint checks and is conditional pending results.
Working Conditions
Office setting, exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting or standing. Must be able to lift 25 lbs.
Occasional but essential working in loud noise areas. Required to frequently meet deadlines with severe time constraints.
Continuous interacting with the public required to include occasional irate customers. Frequent multiple demands from several people.
Travel both in state and out of state, depending on business need (not to exceed 20%).
