The New Mexico Department of Transportation (NMDOT), Traffic Safety Division exists under state statute to organize, plan, and conduct a statewide program of activities designed to prevent crashes and to reduce the incidence of DWI.

The Division partners with a variety of local and state partners in order to meet safety goals based on the Highway Safety Act of 1966. This act created the National Highway Traffic Safety Administration (NHTSA) as one of our main partners.

The Traffic Safety Division receives federal and state funding and develops a Highway Safety Plan and sets performance goals to reduce crashes and injuries.
Why does the job exist?

This position exists to provide management of the financial agreements and claims with the approved Ignition Interlock vendors in the State. Provide financial oversight to ensure compliance with relevant statutes/rules and DOT processes. Monitor vendor compliance with established statues, rules, and DOT processes.

Develop, implement and manage a process/procedure for the receipt and distribution of funds to the interlock device fund. Develop spreadsheets and forms for use by vendors and the public in compliance with statutes/rules/etc.

Distribute to and train vendors on the use of the developed forms. Monitor and process submitted forms for deposit and payments as necessary to ensure the program and vendors are adequately served.

Provide technical assistance to vendors if forms and funds are not submitted in compliance with statute/rule or DOT procedures.
How does it get done?

To manage and oversee the interlock device fund vendor and public activity to ensure compliance with indigent device fund legislation and regulations. Oversee procedures for acceptance, approval or denial and reimbursement for indigent fund applicants. Oversee procedures for acceptance, approval and reimbursement for allowable expenses for reimbursement requests from interlock providers for indigent fund subsidy.

Communicate with DOT staff, partners, agencies on interlock program requirements and processes. Maintain confidentiality of information as required per federal or state statute. Provide input and assist with interlock activities as it relates to the ignition interlock fund, licensing and certification, legislative updates or requests.

Prepare reports as requested regarding the ignition interlock fund, balance or activity. Process incoming checks, refunds, payments in a timely manner to ensure monies submitted to TSD are monitored and applied to the appropriate fund.

Daily communication and direction to the general public on ignition interlock program and DWI related requirements. Provide subject matter expert input to parties that request information regarding the ignition interlock program. Areas include conducting training and presenting information to a diverse audience.

Law Enforcement agencies both county and city municipalities, State of New Mexico government, NHTSA (National Highway Safety Administration), FHWA (Federal Highway Association), state agencies, grantees, sub-grantees, contractors, and miscellaneous suppliers.

Minimum Qualification

Associate degree in Business Administration, Public Administration, or Accounting and two (2) years of directly related job experience in the areas of office administration, budgeting, purchasing, finance, accounting, auditing, cash management, and/or contract management. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience.
Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.
Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
