Why does the job exist?
The Chief Procurement Officer (CPO) is responsible for the procurement needs of the agency. Includes but not limited to : Requests for Proposals, Invitations to Bid, Contracting, Sole Source, and Emergency Procurements.
How does it get done?
This position is responsible for :
- Procurement of items of tangible personal property, services or construction and determines the appropriate procurement vehicle.
- Ensuring adherence to the State of New Mexico Procurement Code, General Services Division requirements, Office of the State Auditor requirements, Department of Finance and Administration and internal policies and procedures. Knowledge and administration of these rules and regulations is necessary for the position.
- Supervising 2.0 FTE staff.

Minimum Qualification
A Bachelor's degree in any field of study from an accredited college or university and five (5) years of professional level experience operating within parameters and guidelines directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and / or direct experience in this occupation totaling nine (9) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include supervisory and / or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Must be current with all tax reporting / payment. Employment is subject to post offer pre-employment criminal background check to include fingerprint checks and is conditional pending results.
Working Conditions
Work is performed in an office setting with exposure to Visual / Video Display Terminal (VDT) and extensive personal computer and phone usage with extended periods of sitting. Some standing, bending and reaching may be required.
