The Department of Finance & Administration, Local Government Division, Community Development Bureau (CDB) team provides assistance and oversight to local government officials with the implementation of needed infrastructure, public buildings, equipment and other critical projects.
The Bureau administers Capital Outlay Projects passed by the New Mexico Legislature and signed into law by the Governor each year. The Bureau executes formal agreements with units of local government, processes payments and ensures that these state funds are spent in accordance with authorizing legislation.
Why does the job exist?
The Community Development Bureau (CDB) Program Coordinator I manages state grants for local government entities. The portfolio includes state capital outlay funding, and special appropriations as assigned. The Program Coordinator I is responsible for approval of encumbering funds and processing expenditures. The Program Coordinator I enforces compliance with relevant regulations to include required reporting. The Program Coordinator I is the front line person interacting with local government entities, including training, and following program requirements.
How does it get done?
The Community Development Bureau (CDB) Program Coordinator I is responsible for managing state Capital Outlay (State Program) appropriations administered throughout the State of New Mexico. The Program Coordinator I will work predominately with state capital outlay funding programs. Capital Outlay project responsibilities the Program Coordinator I, checking appropriation language to encumber funds and processing expenditures. The CDB team will manages a portfolio over 3,000 capital outlay projects.
Who are the customers?
This position works for local government entities throughout the State of NM to include municipalities, counties, special districts, and tribal governments appropriated and approved by the Governor of NM and the NM Legislators.
Ideal Candidate
The ideal candidate for this position should have experience as a project manager, experience reading, interpreting, analyzing and / or applying federal, state and / or local laws, rules and regulations. To succeed in the position, the candidate will need excellent customer service skills, written and verbal communication skills with a wide range of grantees. Experience interacting with local government entities, managing grants are highly desirable. The successful candidate will demonstrate abilities to stay organized while working with a large portfolio of projects throughout the state.
Minimum Qualification
Bachelor's degree and three (3) years of experience program administration or project management in areas related to the purpose of the position. Any combination of education in a related field and / or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience.
Employment Requirements
Pre-employment criminal background check is required, and employment is conditional pending results.
State issued ID or Driver's License.
Working Conditions
Work is usually performed in an office setting, with extensive exposure to Visual / Video Display Terminal (VDT), personal computer, tablet, printer, calculator, cellphone, copy machine, scanner, keyboard, and telephone usage. Occasional travel, working extra hours, working on weekends and holidays.
