Why does the job exist?

This position serves as the Domestic Violence Unit Supervisor and oversees Domestic Violence programming, services, training, contracts, reporting, data collection/evaluation, and outreach. This position supervises a team of Domestic Violence Specialists who oversee contracts tor Domestic Violence Survivor Services and Domestic Violence Offender Treatment Initiative services, including completing audits, providing technical assistance, and reviewing and approving invoices. Additionally, this position will oversee federal grants related to Domestic Violence and will serve as Project Director for these grants. This position will develop, recommend, and,with leadership approval, implement best practices including evidenced in formed practices and evidence based practices that are trauma informed, culturally responsive, and data driven.
How does it get done?

1. [30%] This position serves as Lead of Domestic Violence services and initiatives statewide. Duties include:
a. Providing oversight of the Domestic Violence Performance Measure reporting to Office of the Secretary.
b. Development of program improvement initiatives in collaboration with the New Mexico Coalition Against Domestic Violence, Coalition to Stop Violence Against Native Women, the CVRC, and other key partners.
c. Other duties as assigned, including but not limited to, providing data and evaluation information, writing assigned ad hoc reports or providing information to the Governor's Office, LFC, and Office of the Secretary, serving on committees, etc.
d. Collaborating with key external and internal partners to implement domestic violence key initiatives, and serving on committees.

2. [30%] This position serves as Project Manager for federal grants. Duties include:
a. Contract Development and Oversight: Identification of contractors and sub-recipients; scope of work development and approval; processing contracts; review and approval of invoices; and amending contracts as needed.
b. Budget Development and Oversight: Development of federal budget; ongoing monitoring of budget status; budget reporting to Family Services leadership; and budget request approvals.
c. Federal Reporting: Accurate completion and timely submission of federal grant reports, applications, Carryover Requests, lead on federal site visits; participate and assist with annual meeting as required by federal grant project officer/manager, and engage in ongoing communications with federal funders.
d. Oversight of Grant Deliverables: Leads and participates in team meetings associated with the grant; provides oversight of
subcommittees; and oversight of grant deliverables to ensure grant goals are met.
e. Attend national conferences as required by the grant.

3. [20%] This position is responsible for collaborating with the Prevention and Initiatives

bureau and Domestic Violence Unit program staff in order to:
a. Ensure adherence with all state and federal statutes and regulations and all departmental policies and directives;
b. Ensure timely completion and execution of all relevant program contracts;
c. Provide fiscal oversight and accountability; and
d. Complete program audits and reviews to ensure program accountability and compliance.

4. [ 15%] This position is responsible for the oversight, direction, and supervision of Domestic Violence staff assigned to this position. This includes the development of team member skills, by building up their strengths and helping them grow in areas where there are challenges. Supervision includes:
a. Ongoing individual and group supervision (completion of supervisory notes) and oversight of team efforts to meet deliverables of division strategic plan and federal grant goals;
b. Recruitment, interviewing, hiring, training and evaluating staff performance, time oversight and approval, and other related managerial duties; and
c. This position is responsible to abide by the CYFD Operating Principles of being kind, respectful and responsive and ensure staff adheres to these principles.

5: [5%] This position is responsible for ensuring the compensatory balances of their employees shall not exceed the cap by: being aware of each of their employee's compensatory time balances; ensuring their employees request overtime in advance and receive approval before earning compensatory time; submitting any approvals to earn compensatory time in excess of the cap up the chain to the Division Director for approval which includes a plan to reduce the excess hours to lower or at the cap level by the following pay period.

Minimum Qualification

A Bachelor's degree in any field of study from an accredited college or university and five (5) years of professional level experience operating within parameters and guidelines directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling nine (9) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.
Employment Requirements

Must possess and maintain a valid Driver's License. Pre-employment background investigation is required and is conditional pending results.
Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
