The Emergency Medical Systems Bureau has statutory authority to oversee and regulate the New Mexico Emergency Medical Services (EMS), Trauma and Stroke/Heart Attack systems. Part of this statutory and regulatory responsibility includes the collection of EMS, Trauma, and Stroke/Heart Attack data, with is required under multiple statutes and rules.

The New Mexico Emergency Medical Services Tracking and Reporting System (NMEMSTARS) collects standardized data about every call and each patient cared from by New Mexico EMS agencies, and uses the data as part of evidence-based decision-making. Additionally, this de-identified information is then shared with the National EMS Information Systems (NEMSIS), whose goal it is to use standardized national data for national standards of care.

The Trauma Registry, per NMAC 7.27.7, exists as each designated or developing trauma center must submit trauma registry data to the State of NM EMS Bureau. This data is comprised of over 250 data points which each facility collects on every trauma patient which meets the state registry inclusion criteria. Stroke/Heart Attack data is housed externally, and the EMS Bureau works with the American Heart/Stroke Association to access this data.

The use of the information from these databases benefit the public and EMS agencies by utilizing the data to help with guidance regarding EMS funding, licensing recruitment, PRC rule writing, trauma program/system development, stroke/STEMI system development, injury prevention and traffic safety programs, drug overdose programs, resource allocation and EMS system development, helicopter usage and placement, and other issues such as 911 and EMS system abusers, dispatch criteria, and dispatch coding.
Why does the job exist?

This critical position performs work tasks that can only be performed by an Epidemiologist. The Epidemiologist - 0 position will study and analyze the patterns and reasons for EMS requests for service, review EMS patient care reports, and analyze trauma and stroke/heart attack data in defined populations within NM. It Is Imperative that this work be continued and will help to shape policy decisions and evidence-based practice by Identifying risk factors for trauma and medical conditions, with a goal of developing targets for preventive healthcare.
How does it get done?

The position will be responsible for learning the operational aspects of the EMS Bureau's databases, becoming familiar with the verbiage and specifics of data submitted by EMS agencies and hospitals. Collection and aggregation of data, followed by analysis of different types of data will be critical. The position will communicate information to EMS and trauma program managers, as well as present data to stakeholders within and outside of DOH.

This position has the goal of assisting in the betterment of the state's EMS, trauma, and stroke/heart attack systems, benefiting all residents of our state. Additionally, the position will interact with EMS agencies and hospitals, assisting medical caregivers with technical questions and issues that will arise.

Minimum Qualification

Master's degree in Public Health, Epidemiology, Science, Social Sciences or Statistics. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education.
Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Tasks usually include desk work, communication through emails and meetings, and team collaboration. Occasional travel and public speaking will be required.
