The General Services Department (GSD) supports the operations of state government by providing essential services, including procurement, risk management, facilities management, transportation services, and printing services. The Facilities Management Division (FMD) is responsible for the maintenance, operation, and renovation of state-owned buildings and facilities. FMD ensures that state workplaces are safe, functional, and sustainable, supporting the daily operations of government agencies across New Mexico.

Why does the job exist?
The Deputy Director of Operations & Maintenance ensures that state-owned facilities are well-maintained, safe, and compliant with regulations. This role provides leadership for the Operations & Maintenance (O&M) and Real Property Bureau, oversees facility maintenance projects, manages resources, and implements strategic initiatives like the Balanced Resource Acquisition and Information Network (BRAIN) Project to improve energy efficiency.
How does it get done?
- Develop and implement strategic plans to improve facility operations and maintenance.
- Oversee maintenance and repair of state-owned buildings.
- Ensure compliance with safety regulations, fire codes, and operational standards.
- Manage budgets, including the Capital Building Repair Fund (CBRF), and allocate resources effectively.
- Lead the BRAIN Project, optimizing energy use and integrating renewable energy solutions.
- Establish policies and procedures for maintaining state facilities and managing real property assets.
- Maintain critical documents, including maps, deeds, and facility plans.

State of New Mexico Departments and Agencies and State of New Mexico staff, building occupants, customers and the general public.
Ideal Candidate
Minimum Qualification
A Master's degree in any field of study from an accredited college or university and ten (10) years of executive level experience with a heavy strategic / functional strategy impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and / or direct experience in this occupation totaling sixteen (16) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include executive management and / or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements
Pre-employment background investigation is required and is conditional pending results. Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual / Video Display Terminal (VDT) and extensive personal computer, digital camera, smart phone, and phone usage. Some sitting, standing, bending and reaching may be required. Fast paced setting. Occasional travel. Projects / Buildings are statewide, and site visits may require more than an eight (8) hour day.
