New Mexico Regulation and Licensing Division certifies and regulates approximately 429,000 individuals and businesses that fall into the following seven divisions: Alcoholic Beverage Control Division, Boards and Commissions Division, Cannabis Control Division, Construction Industries Division, Financial Institutions Division, Manufactured Housing Division, and Securities Division.

Why does the job exist?
This Financial Analyst provides financial analysis of division expenditures and preparation of budget projections and reconciling to SHARE financial reports for all divisions of RLD.
The Financial Analyst will manage and monitor budget/finance for RLD, monitor monthly budget versus expenditure reports to ensure compliance with General Appropriations Act; Identify inconsistencies in expenditures or non-compliance with non-recurring appropriations; Coordinate conversation with Federal Grant bureau when necessary for compliance with Grant Awards.
The Financial Analyst will provide expertise in financial planning, budgeting and expense management for multiple, complex RLD programs. Assisting with the completion of the agency's appropriation request, operating budget, capital outlay and performance measures. The Financial Analyst will also prepare budget adjustment requests, budget projections.
How does it get done?
The Financial Analyst will forecast/track budget and financial transactions; Monitor and provide monthly and annually with budget projections financial reports and general ledger from SHARE; Monitor and report program compliance with annual appropriations including non-recurring initiatives and federal grant requirements; Monitor and report trend analysis for spending in each expenditure category, providing context for potential adjustments through out the fiscal year.
Accurate and up-to-date budget projections are necessary for key decision makers when agency initiatives are deployed. The Financial Analyst will assist programs with questions and concerns for necessary budget adjustment requests (BAR)/budget reallocation requests (BRF), reporting and collaborating with the Budget Director. Organizing and maintaining large volume of source documentation for preparing financial reports and analyzing financial information is necessary.
The Financial Analyst will provide support to the agency Budget Director with all budget/financial program transactions assigned, including independently researching to complete budget appropriation requests and operating budget; Coordinate, prepare and assist with statutory submission of the agency appropriation request due September 1st and the operating budget due May 1st. Knowledge of DFA and agency policies and procedures and state statutes is key component. Meeting with the Budget Director monthly to review assigned budget projects for any issues or concerns; Prepare budget adjustment requests (BAR, BRF) and entries in SHARE. Extensive collaborating and communicating financial oversight with internal and external entities including but not limited to ASD, DFA, LFC, external auditors.

The Financial Analyst works closely with ASD staff. Also providing support to the agency financial liaisons and other RLD staff when needed, including Department of Finance and Administration (DFA) , and Legislative Finance Committee (LFC).

Minimum Qualification
Bachelor's degree in Accounting, Finance, or Business Administration and four (4) years of experience in accounting, finance, economics, and/or statistical analysis. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within 90 days of employment.
Must be able to pass a background check.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
