Why does the job exist?
Provide senior level support to all of Children, Youth, and Families Department (CYFD) in determining strategic needs in support of CYFD's mission and goals pertaining to Payroll, Benefits initiatives. The HR Manager will provide multi-faced HR direction, supervision and decision-making advice on agency, state and federal rules, regulations, and policies. This position supervises complex HR functions within CYFD. The HR manger will be the gatekeeper and provide human resources principles and practices to facilitate payroll and benefits. Establish and maintain processes to ensure all payroll transactions are processed within established time lines and that required documentation is complete and accurate. Ensure that HR payroll staff conduct thorough documentation review of all payroll related tasks and activities.
Responsible for employee management, including selection, development of staff, evaluation of performance, managing leave and directing work of subordinate staff. Incumbent will provide mentoring, coaching, and professional development to enable successful performance of the HR Payroll and Benefits. Manage employee schedules, such as leave and flexible schedules, ensuring needs to provide HR services are met. Cross train employees to ensure consistency and continuity of services when vacancies occur or employees are on leave. Conduct performance reviews, discipline and corrective actions plans, if necessary. Meet with staff on a weekly basis to provide updates, information and outline expectations.
How does it get done?
Incumbent will work directly with and support the Human Resources Director and the HR Operations Bureau Chief in providing leadership to CYFD in all areas of payroll, benefits, tracking and processing of employee performance and evaluations.
Administrative management and oversight of HR Records Management (both personnel and position files). Provide supervision of and accountability for the CYFD payroll and benefits processes and related reports; promptly keeping supervisor informed of successes, delays and barriers. Management, oversight and training of all payroll staff to include the HR Admin Secretary and the File Clerk.
The HR Manager is also responsible for data tracking for all actions for the HR Analysts: Payroll / Benefit Analysts (i.e., performance evaluations, W4 forms, direct deposits, work group changes, schedule changes, time sheet amendments, marital changes, address changes, short-term disability claims, and deductions / refunds for benefits, PERA, ERB and RETHC and ensuring all information entered is correct. Track benefit deductions and follow up with employee's that are in self-pay status to collect payment and submit to GSD / RMD / EBB, etc.).
The HR Manager is also responsible for auditing the Generalists' data entries in SHARE for terminations, retirements, dismissals, job merge, activating maintain time reporter, confirming workgroup and task-group match, verify bargaining unit and FLSA status, activating deductions and verifying the first payroll cycle, etc. ensuring all information entered is correct. Tracking data for all actions for the HR Analysts.
Independently provide advanced level, accurate, and thoroughly researched guidance and interpretation of government policies, procedures and rules including CYFD policies, State Personnel Board Rules and Regulations, State Personnel Board Quality Assurance Guidelines and other applicable federal and state guidelines to direct reports, administrators and customers with no unjustifiable overturns. Conduct research when not certain how to handle complicated determination prior to consulting with HR Staff, DFA, SPO, US DOL, PERA, ERB, GSD / RMD / EBB ERISA Administrative Services, DoIT or other agencies. Conduct Fair Labor Standards (FLSA) determination with no overturns.
Providing internal customer service, training and HR support to CYFD staff, when requested. Provide support for SHARE HCM problem resolution for HR, Benefits, Payroll, Time and Labor. Work in partnership with DoIT, SPO, DFA Central Payroll, GSD Risk Management and external service providers to resolve employee issues in a timely manner and ensure quality processing of HR, Time and Labor and Benefits. Process all employee verifications and function as the point person for the CYFD Worker Loan Re-Payment Program through the Department of Higher Education.
Minimum Qualification
Bachelor's degree in any related field and five (5) years of experience in human resource operations; recruitment, selection, payroll, compensation, and benefits administration and/or occupational analysis. One (1) year of supervisory experience as it pertains to the essential duties and responsibilities of this classification. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling nine (9) years, to include one (1) year of supervisory experience, may substitute for the required education and experience.
Employment Requirements
Must possess a current and valid Driver's License. Pre-employment background investigation is required and conditional pending results.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
