The Early Childhood Education and Care Department was established on July 1, 2020. The Department's aim is to create a more cohesive, equitable, and effective early childhood system in New Mexico. That means coordinating a continuum of programs from prenatal to five¿and ensuring that families in every corner of the state can access the services they need.

Why does the job exist?
This position will work closely with the Human Resource (HR) Supervisor and other co-workers within the HR bureau to provide multi-faceted HR functions, direction, and advice for the Early Childhood Education and Care Department (ECECD). This position administers and performs complex HR functions for ECECD in areas such as : HR transactions, recruitment, timekeeping, and benefits.
How does it get done?
This position will assist with various crucial tasks, including employee benefits, hiring, performance reviews, and the termination / recruitment processes. This position ensures the effective utilization of plans related to HR programs and services. They will conduct thorough audits of payroll and other HR programs, recommending corrective actions when necessary. Additionally, they proficiently use the SHARE HCM system for data input and Microsoft suite programs to streamline operations. I also review and interpret Department and State policies to ensure compliance and proper implementation.

State of New Mexico citizens, ECECD staff, State of New Mexico employees and departments, and other external contacts.
Ideal Candidate
The ideal candidate will have experience in human resource processes, advanced knowledge of Microsoft suite programs, attention to detail, exceptional organizational skills, ability to analyze and solve complex problems, and excels at verbal and written communication.
Minimum Qualification
Bachelor's degree in any field. Any combination of education from an accredited college or university and / or direct experience in this occupation totaling four (4) years may substitute for the required education.
Employment Requirements
Must possess and maintain a valid Driver's License. Pre-employment background investigation is required and is conditional pending results.
Working Conditions
Work is performed in an office setting with exposure to Visual / Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending, and reaching may be required. Direct client interaction and some travel may be required.
