Why does the job exist?

This position functions as a high-level Human Resource Administrator for the agency; providing direction and guidance to management and staff and ensuring compliance with State Personnel Board Rules and Regulations, State and Federal Laws and policies of the agency. This position is expected to have comprehensive knowledge of human resource management methods and techniques and the ability to administer and process personnel actions in accordance with the State's systems and mandates.
How does it get done?

  • PERSONNEL ADMINISTRATION: Assist employees and managers with questions in regard
to the interpretation of federal and state employment laws, SPB Rules and EMNRD Rules
and Regulations.
  • RECRUITMENT/SELECTION/HIRES: Coordinate recruitment paperwork-post jobs and certify
lists in coordination with SPO guidelines. Review and audit the hire packets.
  • CLASSIFICATION and COMPENSATION ACTIONS: Coordinate, prepare and assist staff in the
preparation of classification reviews, organizational changes, the extension of STRM positions,
and pay differentials, as requested. Enter actions into SHARE accurately and timely.
  • LEAVE MANAGEMENT: Process Family Medical Leave (FMLA), Annual Leave Donations,
Disability, Paid Parental Leave, and Leave Without Pay requests. Meet with employee and/or
manager to discuss appropriate leave options and communicate policies and forms.
  • PAYROLL AND BENEFITS: Administer and process payroll actions as assigned and assist
employees with payroll and benefit questions in accordance with the State's systems and mandates.
  • NEW HIRES/NEW EMPLOYEE ORIENTATION/TERMINATIONS: Prepare and update new hire
logs/checklists as necessary. Conduct New Employee Orientation and Training.
  • EMPLOYEE RELATIONS: Meet with employee/manager regarding issues in the workplace and help
determine the most appropriate action including paperwork and going through policies, SPO
rules and regulations.
  • OTHER DUTIES AS ASSIGNED.

Minimum Qualification

Bachelor's degree in any field and one (1) year of experience in human resource operations; recruitment, selection, payroll, compensation and benefits administration, labor relations, investigations, HR related training experience, and/or occupational analysis. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.
Employment Requirements

Must maintain and possess a current New Mexico Driver¿s License
Working Conditions

Work is performed in an office setting with extensive exposure personal computer and phone usage. There are extended periods of sitting. Work is stressful at times.
